HB 567 INTRODUCED BY DAN HELMER (DEMOCRAT ELECT); FORMERLY FROM HADDONFIELD, NEW JERSEY (NEAR PHILADELPHIA)
"Indoor shooting ranges; prohibited in buildings not owned or leased by the Commonwealth or federal government; exceptions; civil penalty. Prohibits the operation of an indoor shooting range, defined in the bill, in any building not owned or leased by the Commonwealth or federal government unless (i) fewer than 50 employees work in the building or (ii) (a) at least 90 percent of the users of the indoor shooting range are law-enforcement officers or federal law-enforcement officers, (b) the indoor shooting range maintains a log of each user’s name, phone number, address, and the law-enforcement agency where such user is employed, and (c) the indoor shooting range verifies each user’s identity and address by requiring all users to present a government-issued photo-identification card. The bill provides that any person that violates the provisions of this section is subject to a civil penalty of not less than $1,000 nor more than $100,000 for the initial violation and $5,000 per day for each day of violation thereafter."

Virginia just went full blown communist. If it wasn’t bad enough watching the action unfold surrounding unconstitutional gun laws and the militias being formed to fight against them, now it seems like Virginia is trying to pull yet another move threatening the rights of law abiding gun owners. They want to shut down every gun range in the state that isn’t owned by the government. According to House Bill 567, any indoor shooting range would be prohibited by law – UNLESS it was inside of a building owned or leased by the state. "GUN SAFETY":

You shouldn’t feel like you need to wear the body armor I wore in Iraq and Afghanistan just to be safe when you go shopping. Serving our country in uniform, I’ve seen the damage firearms can do in the wrong hands. As a gun owner myself, I know what responsible gun ownership looks like, and I know that it’s time for action to end gun violence in our communities.

We need universal background checks.

We need bans on high-capacity magazines & silencers.

We need to close the private sale and gun show loopholes and introduce common sense gun reform to protect our kids and our communities.

We need Extreme Risk Protective Orders that empower our police to ensure that dangerous individuals don’t have access to firearms.

Three times a year, my wife has to huddle in a corner of her classroom with her students for active shooter drills. Drills like these belong in military training, not in our schools. Enough is enough: District 40 is ready for gun safety reform."


WOMEN’S RIGHTS:

Reproductive rights are under attack in our country. While our current Delegate voted to force women who need reproductive healthcare to undergo a medically unnecessary transvaginal exam, I will fight to ensure that family planning decisions are between a woman and her doctor. No Virginian should have to get permission from politicians to do what is right for themselves and their family. Families need access to reproductive healthcare that includes cancer screenings, birth control, and safe and legal abortion.In Iraq and Afghanistan, I served side by side with women who swore an oath to defend a constitution that doesn’t recognize their equality. It’s unconscionable that our current Delegate cast the deciding vote to once again deny all American women constitutional equality in 2019. The Equal Rights Amendment has my full support during the next legislative session and I will work across the aisle to get it passed in Virginia and added to the U.S. Constitution.

Finally, I’ll remove taxes on feminine hygiene products. Feminine hygiene products are basic necessities and a lack of affordable access to these products is a barrier to dignity for thousands of women in our Commonwealth.

Oddly-worded bill would ban public, indoor gun ranges not owned by the gov’t unless they have less than 50 employees

A Virginia lawmaker wants to shut down the NRA’s main gun range by outlawing indoor ranges with more than 50 employees unless they’re owned by the government or intended for law enforcement use.
State Rep. Dan Helmer, a Democrat whose district encompasses DC suburbs, introduced the oddly-worded House Bill 567 that would outlaw “indoor shooting ranges” that are “not owned or leased by the Commonwealth or federal government” unless they meet certain exceptions:
Indoor shooting ranges; prohibited in buildings not owned or leased by the Commonwealth or federal government; exceptions; civil penalty. Prohibits the operation of an indoor shooting range, defined in the bill, in any building not owned or leased by the Commonwealth or federal government unless
(i) fewer than 50 employees work in the building
or
(ii)
(a) at least 90 percent of the users of the indoor shooting range are law-enforcement officers or federal law-enforcement officers,
(b) the indoor shooting range maintains a log of each user’s name, phone number, address, and the law-enforcement agency where such user is employed, and
(c) the indoor shooting range verifies each user’s identity and address by requiring all users to present a government-issued photo-identification card. The bill provides that any person that violates the provisions of this section is subject to a civil penalty of not less than $1,000 nor more than $100,000 for the initial violation and $5,000 per day for each day of violation thereafter.
The exceptions, however, don’t really make sense unless one takes into consideration the NRA’s premiere gun range in Fairfax, Virginia, which would NOT be exempted by the bill given that the range is located at the NRA’s headquarters which has ostensibly more than 50 employees.
“The NRA Range is conveniently located at NRA Headquarters in Fairfax, Virginia,” according to the range’s location page. “Once you arrive at NRA, follow the signs to the left past the NRA Cafe and continue into the parking garage at the rear of the building.”
Typically, an average gun range in its own building doesn’t have more than 50 employees, and the bill focuses only on indoor gun ranges, so what’s the point of the bill’s unusual exemptions unless the NRA gun range is the main target?
Helmer, who in 2019 defeated Republican incumbent Tim Hugo, had made gun control one of his top legislative priorities, so it’s likely he’s trying to make a major legislative splash with a bill that would have immediate repercussions.
