Preparation failures combined with the fast spread of the COVID-19 virus have exposed America's vulnerabilities to terrorists, several bioterrorism specialists told the Investigative Project on Terrorism (IPT).

These failures have included an inadequate inventory of ventilators, personal protective equipment such as face shields, gloves and gowns, and an inability to handle the patient onslaught in cities like New York that have been in the terrorists' crosshairs for decades.

"I think that people are certainly observing what is happening with COVID-19 and how it is spread, and thinking about how to use that [information] tactically," said Asha George, executive director of the Bipartisan Commission on Biodefense. "ISIS and al-Qaida, and presumably other terrorist organizations, they are pursuing biological agents, and they are pursuing chemical weapons for terrorist purposes."

Pandemic and bioterrorism preparedness are inseparable, Anthony Fauci, director of the National Institute of Allergy and infectious diseases, told the Center for Strategic and International Studies (CSIS) in 2013.

The U.S. Intelligence Community's January 2019 threat assessment warned of the "potential for adversaries to develop novel biological warfare agents."

George attributes the current lack of preparedness to "apathy" on the policymakers responsible for funding and implementing bioterrorism and pandemic countermeasures. who never thought a pandemic like COVID-19 would happen.

"From the standpoint of risk analysis, recency bias—that is, an overwhelming focus on events that have happened most recently—is one of the most nefarious psychological blinders," an October Security magazine article warned. "It nudges us toward considering what is important now but can prevent both a thorough review of the past and an imaginative look into the future. Our immediate past has elevated issues such as cybersecurity and drones to the top of risk forecasts. These are critical, but biological threats (or 'biothreats') deserve our attention more than ever."

The failure of prior 21st century pandemics, including SARS, the bird flu, H1N1 and Ebola, to live up to fears lulled security professionals into a state of complacency, the article said.

"As a culture, we're good at saying, 'Well, we're really good responders, and so we'll just respond.' What we're finding out now is that it just doesn't work," George said.

Terrorists sought chemical and biological weapons long before COVID-19.

In 2014, journalists recovered an ISIS operative's laptop containing information on bioweapons and documents justifying their use. Some of the files detailed how to weaponize the bubonic plague from infected animals.

"If Muslims cannot defeat the kafir [unbelievers] in a different way, it is permissible to use weapons of mass destruction," one of the documents said.

A 2018 ISIS propaganda video called on Muslims living in Western countries and Russia to carry out biological attacks, noting that biological weapons are silent killers in contrast with bombs or the airliners used in the 9/11 attacks. It discussed using inhaled viruses and bacteria.

"Islam prohibits the use of this type of mass terrorism and allows it in the exception of repelling aggression and reciprocity," the video said. "With simple equipment extract harmful viruses and bacteria then release them."

Several ISIS-linked plots involving biological weapons have been foiled.

Kenyan authorities broke up a 2016 anthrax attack plot by an ISIS-linked group.

A Wisconsin woman, Wabeha Dais, pleaded guilty last year to providing ISIS supporters with a recipe to produce the toxic chemical ricin, which the Centers for Disease Control (CDC) lists as a bioweapon.

Al-Qaida attempted to create biological weapons in Afghanistan prior to the U.S. invasion in 2001.

"You can spread [some biological agents] the same way that this particular organism is spreading whether it is natural or otherwise just by human-to-human transmission, where it infects a lot of people," said former CIA operative Sam Faddis, who headed the agency's counterterrorism unit that tracked weapons of mass destruction. "Why would a group like ISIS care? If you use tactics routinely where you strap explosives to your body and blow yourself up and are willing to blow up synagogues, churches and mosques, why would you not be willing to infect your own people?"

Diseases such as the pneumonic plague that are spread by coughing could have a similar impact because it's spread by droplets transmitted by coughing, Faddis said.

Using an infected person on a suicide mission of infecting others is not out of the question, George said, if the person is infected with a disease with a long incubation period.

Some biological agents are available on the Dark Web. Utah authorities arrested a Salt Lake City woman, Janie Lynn Ridd, in December on charges she attempted to obtain a bioweapon. She used $300 in bitcoin to buy an antibiotic-resistant bacterium that causes staph infections.

"That sort of stuff has been going on forever on a scale that most people aren't aware of and is going on now at an even greater rate," Faddis said. "If you are looking at biological warfare and you are looking at the kind of crude mechanisms that terrorists use ... it's not that hard to work with biological organisms and all you really need is a good lab tech."

RAND Corporation bioterrorism scholar David Gerstein, who served as acting undersecretary of Homeland Security in the Obama administration, shares concern that terrorists could use the Dark Web to facilitate a bioterrorism plot.

"I think anytime you've got the Dark Web and you've got information that's out there and becomes available to people who might misuse it, that's a concern," Gerstein said. "I think we know that many of these capabilities are becoming more available and more democratized, hence their chance of misuse".

However, research has shown that creating designer viruses is harder than many people think.

"In bioterrorism there are some nuances that make it complex for a terrorist to do," Gerstein said. "Could you create a biological mess? Yes. But you may kill yourself in the process, so there are some disincentives along the way."

Lab security has come under scrutiny in recent years. The U.S. intelligence community is investigating the possibility that COVID-19 originated in a Wuhan research lab.

A security breach may have been linked to the 2001 anthrax attack against Senate offices, the Supreme Court and NBC News. FBI investigators concluded that Bruce Ivins, a microbiologist at United States Army Medical Research Institute of Infectious Diseases (USAMARIID), was responsible. He committed suicide in 2008 before he could be charged.

In 2004, the World Health Organization (WHO) cited China for allowing SARS to escape a government lab in Beijing on two separate occasions.

Failings exposed by the COVID-19 crisis have long been known to bioterrorism researchers.

The Bush, Obama and Trump administrations all developed detailed bioterror action plans, but this current pandemic shows they were not implemented.

"The government comes up with these strategies, and some of them are pretty good," Gerstein said. "But what happens is that they sort of put out these strategies but forget that a strategy is not just the objectives; it's also the resources to accomplish the objectives.

"So, most of these strategies simply do not come to fruition."

A shortage of surgical masks occurred during the 2009 H1N1 Swine flu pandemic just as it has in the current COVID-19 outbreak. In 2010, a Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism report card gave U.S. bioterrorism preparedness an F. There was "no national plan to coordinate federal, state, and local efforts following a bioterror attack, and the United States lacks the technical and operational capabilities required for an adequate response," it said.

Obama-era budget battles resulted in a failure to replenish the surgical masks that contributed to the current lack of preparedness.

"We weren't prepared the day Donald Trump came into office. We weren't prepared at any time during the Obama administration," Faddis said. "This is not a political thing. This is not a somebody else got it right and somebody else screwed it up kind of a thing. We have focused on this the way we have focused on so many things in Washington. We build a bureaucracy. We draw a line diagram. We throw a lot of money. And that's just kind of assumed therefore that equals accomplishment."

COVID-19 presents a call for planners and policymakers to shift to being proactive to save lives during the next bioterrorist attack or pandemic, George said.

Former Representative Ron Paul of Texas, speaking on his Ron Paul Liberty Report program on Thursday, called for President Donald Trump to fire Dr. Anthony Fauci as director of the National Institute of Allergy and Infectious Diseases.

Paul, a physician himself, was responding to Fauci’s lowering of his estimates of coonavirus deaths in the United States down from his previous estimates of between 100,000 and 200,000 to 60,000. But Fauci did not explain how he arrived at the estimate of 60,000.

Paul said, “He should be fired, but if you don’t do it in the literal sense, the people have to fire him. They have to fire him by saying he’s a fraud.”

The main concern of Paul is that the virus was being used by the government to infringe on the liberties of Americans. “The plan that they [government officials] have is when things are getting back to normal, people can return to work, and they do things, and go to the golf course if they get a stamp of approval. Your liberties are there if you get a proper stamp from the government.”

“It’s an excuse to have total control over the people,” Paul added.

Appearing on the Today television program on Thursday, Fauci credited the measures that he and other health experts recommended to government officials in both the national and state governments for the downward revision. “The real data are telling us that it is highly likely that we’re having a definite positive effect by this mitigation things that we’re doing — this physical separation — so I believe we are gonna see a downturn in that,” Fauci said on Today.

He added, “And it looks more like the 60,000 than the 100,000 to 200,000.”

Rush Limbaugh, on his radio program this week, also addressed the changing estimates by individuals such as Fauci. He said that those such as Fauci can’t lose. If the numbers of deaths are less than their initial estimates (some as high as over two million), then they will say it is all because the government enforced and the public complied with their draconian standards that we escaped such grim predictions. And, of course, if the predictions proved accurate, then they claim they were right in their predictions.

So far, the virus has been blamed for 15,674 deaths. Even those numbers are somewhat inflated because many deaths have been attributed to COVID-19, despite the deceased not having ever been tested for coronavirus. And if someone is the last stages of cancer, for example, and contracts COVID-19, the death is then chalked up as yet another coronavirus death, when clearly had they not had cancer, the virus would most likely not have killed them.

Fauci has never been elected to anything, and yet he has made “suggestions” that have been adopted by governmental officials from the White House to governors and even mayors across the country. The reality is that government policy on how to respond to the pandemic has been driven almost entirely by a media that is driven by ratings and by a desire to damage the reelection chances of Trump. Any positive developments have either been downplayed by the media, or not even reported at all.

For example, when Trump mentioned the possibility that the anti-malaria drug hydroxychloroquine (sold under the brand name Plaquenil) could greatly mitigate the symptoms of COVID-19, the mainstream liberal media immediately denounced it and Trump along with it. One reporter even said that Trump was giving the American people “false hope.” (One wonders how that reporter, who probably had never even heard of the drug before, was such an immediate “expert.”)

The numbers of persons who have been infected with COVID-19 and who have recovered are simply not reported at all. But considering that there are 436,500 confirmed cases of the virus (and no doubt hundreds of thousands more cases that are extremely mild), this would mean that probably many more than 400,000 Americans have recovered.

Were Trump to actually follow Dr. Paul’s call to fire Fauci, the media would no doubt go into a frenzy of denunciation, arguing that Trump should simply defer to “experts” and to “science.”

But many of the same people who argue that government officials should follow “science” also argue that a man can become a woman simply by saying that he is one. It also raises the question of whether the president should simply become a robot and do exactly what so-called experts tell him to do, whether that be in the area of national intelligence, foreign policy, or any other area in which the president might have to deal with.

Under our political system, the person who has been elected to make executive branch decisions is not Fauci, and not someone at the Central Intelligence Agency. Interestingly, liberal historians and liberal commentators regularly tout “civilian control of the military,” as they certainly should. But are not the generals and the admirals the experts on military tactics? During the Vietnam War, President Lyndon Johnson regularly picked out bombing targets in North Vietnam, and otherwise micromanaged that conflict. During the Cuban Missile Crisis, General Curtis LeMay urged President John F. Kennedy to invade Cuba. Under liberals' follow-the-expert rubric, Kennedy should have simply said, “Well, I don’t think that is a good idea, but, hey, you are the military expert so let's go.”

A president has to consider the total ramifications of his executive decisions, not just a subset of consequences, such as those in the area of an underling’s expertise. Fauci’s recommendations have led to depression-like conditions in the United States, with over 16 million unemployed, on the heels of the lowest unemployment rate in 50 years. Many other experts note that such grim economic conditions led to an increase in the suicide rate. Of course, that and other such considerations is outside Fauci’s bureaucratic domain.

In November, Anthony Fauci will not be on the ballot, but President Donald Trump will. We elect presidents to gather information from all types of experts, then make decisions. At the end of the day, the Constitution gives the president of the United States the power and the authority to make all executive decisions, not Anthony Fauci.

As such, Trump probably should, if he does not outright fire Fauci as Dr. Ron Paul advocates, begin to consider the negative consequences of Fauci’s suggestions on the economy — and on liberty —- going forward.

WASHINGTON — The National Institutes of Health (NIH) paid at least $18,000 from December 2016 to August 2018 to Planned Parenthood partner Advanced Bioscience Resources (ABR) for livers and thymuses extracted from second trimester aborted babies, according to over 600 pages of documents obtained by the group Judicial Watch.

The documents show that the NIH purchased the organs to create “humanized mice” used in finding cures for HIV.

“Beginning with a December 21, 2016 payment to ABR and running through April 2018, the records show that a fetal liver and thymus set costs $680, and payment was due upon receipt. On May 23, 2018, the cost increased to $750,” Judicial Watch outlined in a press release on Feb. 13.

At least 26 purchases were made by Dr. Kim Hasenkrug, senior investigator at the NIH Rocky Mountain Laboratories in Hamilton, Montana, and purchase orders state, “These tissues, liver and thymus, are required [by] Ron Messer for ongoing studies of HIV in the Hasenkrug Lab. Our mice will be ready for reconstitution soon.”

“These records detailing the federal government’s purchases of organs of aborted fetuses are the most disturbing I’ve ever seen in all my time at Judicial Watch,” President Tom Fitton said in a statement. “Every responsible official in government — from President Trump to HHS Secretary Azar — should investigate and stop the trafficking of organs of aborted unborn human beings for taxpayer-funded Frankenstein-type experimentation.”

As previously reported, in September 2018, 85 members of Congress urged the Food and Drug Administration (FDA) to discontinue its contract to obtain fetal remains from ABR.

They noted that Senate Judiciary Committee Chairman Charles Grassley had referred ABR to the FBI and the Department of Justice in 2016 for “investigation and potential prosecution” following the committee’s own investigation, which found that the company had been buying the remains of unborn children from entities including Planned Parenthood and reselling their parts at substantially higher prices.

The sale of fetal remains for profit is illegal under federal law.

“[I]n June of 2014, an ABR technician obtained a 20-week-old fetus at a Planned Parenthood clinic, for which it paid $60,” the Committee outlined in a report. “From that one fetus, ABR sold its brain to one customer for $325, both of its eyes for $325 each ($650 total) to a second customer, a portion of its liver for $325 to a third customer, its thymus for $325 and another portion of its liver for $325 to a fourth customer, and its lung for $325 to a fifth customer.”

In addition to making over $2,200 from just one baby, ABR also allegedly charged shipping and disease screening fees, making over $6,000 from a single child. A technician from ABR would go to Planned Parenthood and personally collect the aborted baby body parts on site the day of the procedures.

As a result of the congressional outcry, HHS soon announced that it had ended a contract between ABR and the FDA and decided to review all HHS-related research involving the use of aborted babies “in light of the serious regulatory, moral, and ethical considerations involved.”

“So long as HHS trades taxpayer dollars for freshly-aborted baby body parts, the U.S. government is setting its own abortion quotas and sending the message that these children are worth more dead than alive,” remarked the Center for Medical Progress, which had first exposed Planned Parenthood’s partnership with such biomedical companies in undercover videos.

“By terminating a grotesque contract for ‘fresh’ aborted baby parts from Planned Parenthood’s business partners ABR that never should have been signed in the first place, HHS has taken a small first step to stop the epidemic of trafficking tiny baby hearts, lungs, livers, and brains from late-term abortion clinics into government-sponsored laboratories for taxpayer-funded experimentation,” said founder David Daleiden, who is currently facing criminal charges in California for his work to uncover Planned Parenthood’s activities.

“HHS’s mission to ‘serve all Americans from conception to natural death’ cannot permit trafficking unborn children to stitch their body parts into lab rats,” he stated.

The Center for Medical Progress characterizes the government’s hand in the matter as being much more expansive, calculating NIH expenses for aborted babies — both intramural and extramural (intramural meaning research conducted in a government laboratory and extramural referring to monetary grants to other research entities) — as being over $200 million in 2017-2018.

“The taxpayer-funded experimentation on aborted fetal body parts is shocking,” it writes. “In a recent study funded by multiple NIH grants, published June 2018 in the Journal of Neuroscience, scientists transplanted human brain cells from aborted fetuses into baby lab mice. For the experiment, ‘Fetal brain tissue samples, between 17 and 22 weeks of gestational age, were obtained from Advanced Bioscience Resources.'”

“In another study funded by multiple NIH grants, published October 2013 in PLoS ONE, UC Berkeley scientists obtained ‘normal fetal eyes’ at ’24 week gestation’ from ABR,” it outlines. “The study notes the eyeballs ‘were collected from elective abortions,’ and, ‘All fetal eyes were harvested within minutes of death.'”

In June, HHS announced that it had decided to allow its contract with the University of California San Francisco to expire, which likewise centered on the use of aborted baby parts to make “humanized mice” in order to study potential HIV cures.

“When the audit and review began, HHS had an existing contract with the University of California, San Francisco (UCSF) regarding research involving human fetal tissue from elective abortions,” it outlined. “HHS has been extending the UCSF contract by means of 90-day extensions while conducting its audit and review. The current extension expires on June 5, 2019, and there will be no further extensions.”

HHS further explained that current extramural projects at other universities would not be affected by the decision, but should a university seek a renewal once its contract nears expiration, “an ethics advisory board will be convened to review the research proposal and recommend whether, in light of the ethical considerations, NIH should fund the research project — pursuant to a law passed by Congress.”

The department outlined that the government is exploring “adequate alternatives” to using the remains of aborted babies for research, and “will ensure that efforts to develop such alternatives are funded and accelerated.”

Now, the Department of Health and Human Services (HHS) has announced that it is seeking nominations for the creation of an National Institutes of Health (NIH) advisory board that will discuss the ethical concerns of using the remains of aborted babies to find cures for diseases.

“The U.S. Department of Health and Human Services (HHS) announces the establishment of, and intent to convene, the National Institutes of Health (NIH) Human Fetal Tissue Research Ethics Advisory Board,” a notice published earlier this month states.

The board will meet with and advise Secretary Alex Azar on “the ethics of research involving human fetal tissue (HFT) proposed in NIH grant and cooperative agreement applications and R&D contract proposals.”

“Recommendations will address whether the secretary should withhold funds or not withhold funds from a proposed project because of ethical considerations,” the document explains. “[T]he Ethics Board will consider, among other things, the use of alternative models, and review and verify the core ethical principles and procedures used in the process to obtain written voluntary informed consent for the donation of the tissue.”

Ultimately, the board will advise the government as to whether or not it is unethical to conduct or otherwise support research utilizing organs, tissues and cells extracted from aborted babies.

The board will be comprised of 15 non-government employees and will include an attorney, an ethicist, a physician and a theologian. At least one-third of the group will be scientists with significant accomplishments in biomedical or behavioral research.

WASHINGTON — The Department of Health and Human Services (HHS) has issued a notice of violation to the State of California, advising that it is breaking federal law by requiring all insurance plans to provide coverage for abortion — a mandate that had resulted in churches and other religious organizations lodging a complaint with HHS.

“[The Office of Civil Rights] OCR is issuing a Notice of Violation to the state of California, formally notifying California that it cannot impose universal abortion coverage mandates on health insurance plans and issuers in violation of federal conscience laws,” HHS said in a press release on Friday.

“California has deprived over 28,000 people of plans that did not cover elective abortion, but now must cover abortion due to California’s mandate.”

As previously reported, the California Department of Managed Health Care (DMHC) issued a letter in August 2014 requiring all insurance companies in the state to cover abortions, seemingly leaving no way for religious organizations — including churches — to opt out or choose an alternative plan.



“Abortion is a basic health care service,” Director Michelle Rouillard wrote to the seven insurance companies that refused to offer coverage. “All health plans must treat maternity services and legal abortion neutrally.”

She asserted that abortion must be covered because the “California Constitution prohibits health plans from discriminating against women who choose to terminate a pregnancy,” and also cited a 1975 law surrounding “medically necessary” health care.

The directive is believed to be a result of a decision made in 2014 by two Roman Catholic/Jesuit universities in the state — Santa Clara University and Loyola Marymount University — to no longer pay for abortions, but that employees could buy coverage through a third party. Some faculty members objected to the announcement and called upon Gov. Jerry Brown to intervene.

The Life Legal Defense Foundation (LLDF) and Alliance Defending Freedom (ADF) soon filed a complaint with the U.S. Department of Health and Human Services after the DMHC refused to change its decision following written correspondence between the groups.

They then filed a second complaint with the federal government on behalf of seven churches, one of which operates a Christian school, to again assert that the mandate violates the rights of faith-based employers. It cited the federal Weldon Amendment, which mandates that a state be forfeited of certain government funds if it “subjects any … health care entity to discrimination” because the entity “does not provide, pay for, provide coverage of, or refer for abortions.”

Skyline Church in La Mesa, Foothill Church and Foothill Christian School in Glendora, Alpine Christian Fellowship in El Cajon, The Shepherd of the Hills Church in Porter Ranch, City View Church in San Diego, Faith Baptist Church in Santa Barbara, and Calvary Chapel Chino Hills in Chino were all represented in the complaint.

On Friday, HHS outlined that its Office of Civil Rights conducted an investigation in light of the Skyline complaint, as well as one filed by the Roman Catholic charity Missionary Guadalupanas of the Holy Spirit.

Agreeing with the complainants, it “determined that California violated the Weldon Amendment by mandating that California health care plan issuers cover elective abortion in each plan product, and continues to violate federal law by continuing to require objecting health care entities protected by the Weldon Amendment to cover elective abortion.”

California has 30 days to advise whether or not it will correct its actions or continue to enforce the coverage requirement. If the State refuses to comply, it could lose federal funding, or as HHS put it, the matter “may ultimately result in limitations on continued receipt of certain HHS funds.”

“No one in America should be forced to pay for or cover other people’s abortions,” Roger Severino, director of OCR, said in a statement. “We are putting California on notice that it must stop forcing people of good will to subsidize the taking of human life, not only because it’s the moral thing to do, but because it’s the law.”

ADF applauded the move on Friday, similarly remarking, “No one should force a church or any other employer to participate in funding abortion. For years, California’s Department of Managed Health Care has demonstrated hostility to churches by forcing them to pay for elective abortions. The agency has unconstitutionally targeted religious organizations, repeatedly collaborated with pro-abortion advocates, and failed to follow the appropriate administrative procedures to institute its unprecedented mandate.”

As previously reported, the State of California was the center of a 2018 Supreme Court case after it required pro-life pregnancy resource centers to post information about how residents can take part in government programs that would allow them to obtain an abortion at little or no cost.

The court ruled 5-4 in favor of the pregnancy centers, finding the requirement to be unconstitutional forced speech.

“It does appear that viewpoint discrimination is inherent in the design and structure of this Act. This law is a paradigmatic example of the serious threat presented when government seeks to impose its own message in the place of individual speech, thought, and expression,” wrote Justice Anthony Kennedy.

“For here the State requires primarily pro-life pregnancy centers to promote the State’s own preferred message advertising abortions. This compels individuals to contradict their most deeply held beliefs, beliefs grounded in basic philosophical, ethical, or religious precepts, or all of these. … Governments must not be allowed to force persons to express a message contrary to their deepest convictions. Freedom of speech secures freedom of thought and belief. This law imperils those liberties.”
