Sen. Ed Markey, D-Mass., in a potentially heated reelection primary with a Kennedy family scion, has come out in favor of making it harder to fire the directors within the National Institutes of Health. Anthony Fauci, who has taken a starring role in President Donald Trump’s daily coronavirus briefings, heads up the NIH’s National Institute of Allergy and Infectious Diseases.
“Our response to the coronavirus crisis must be based on science, on data, and on the truth. We cannot allow Donald Trump to silence Dr. Fauci or any other government scientists. Now more than ever, we must listen to our public health, medical, and scientific experts,” Markey said Tuesday in a press release issued with the text of the bill he plans to introduce.
Conservatives have been agitating against Fauci for weeks. Speculation that the president might actually remove him flared after Fauci said on CNN there would have been fewer deaths if coronavirus mitigation tactics had been put in place earlier.
Later that day, the president reposted a tweet that referenced Fauci’s comments and said “Time to #FireFauci.”
Fauci tried to minimize the damage Monday, saying he had used a poor choice of words. A White House spokesman also denied the president was going to fire Fauci.
On Wednesday, Fauci told a reporter that the only way sports would return this summer would be if the game is played in empty stadiums.
Despite his fame, much of it earned in his work fighting HIV in previous decades, Fauci is pretty far down the public health organizational ladder. The NIH is part of the Public Health Service, which is part of the Department of Health and Human Services.
Fauci answers to NIH Director Francis Collins and is just one of 27 directors of various NIH institutes and centers, which focus on areas as diverse as neurological health, nursing research and scientific review. The directors are appointed to five-year terms.
Markey says his bill would “close the hole” in the law that he said leaves Fauci vulnerable. It would make directors removable only for “malfeasance by, neglect of office by, or incapacity of the director.”
“If Donald Trump doesn’t like science-based evidence because it doesn’t support his partisan, fact-free view of the world, he cannot be permitted to silence the truth-tellers,” said Markey, who’s running against Rep. Joseph Kennedy III in the Democratic Senate primary.

Boston (April 14, 2020) – Two days ago, President Donald Trump retweeted a call to “#FireFauci”, referring to Dr. Anthony S. Fauci, the federal government’s top infectious disease specialist and Director of the National Institute of Allergy and Infectious Diseases (NIAID). As currently written, the law allows the U.S. President to fire for any reason Directors of the national research institutes and national centers that are parts of the National Institutes of Health (NIH). To address this deficiency, Senator Edward J. Markey (D-Mass.) will introduce The National Institutes of Health Director Protection Act, legislation that would ensure that these Directors — officials such as Dr. Fauci – are removable only for malfeasance, neglect of office, or incapacity – not for having differing views on policy or expressing positions that are politically inconvenient. Similar protections exist for the heads of other independent agencies, such as the Federal Trade Commission and Social Security Administration. These protections prevent presidential politics from excessively influencing an administrator’s performance.
“Dr. Fauci has become the most trusted voice of the science community in responding to this pandemic. He is not afraid to speak truth to power,” said Senator Markey. “But Donald Trump has an allergy to both – science and the truth. Our response to the coronavirus crisis must be based on science, on data, and on the truth. We cannot allow Donald Trump to silence Dr. Fauci or any other government scientists. Now more than ever, we must listen to our public health, medical, and scientific experts. If Donald Trump doesn’t like science-based evidence because it doesn’t support his partisan, fact-free view of the world, he cannot be permitted to silence the truth-tellers. This legislation will close the hole in the law that currently allows the President to fire a National Institutes of Health Director such as Dr. Fauci for any reason. Educating the public about the science and the facts that will save lives is not, and should never be, a firing offense.”

First appointed to his position in 1984, Dr. Fauci has led the agency, which is part of the National Institutes of Health (NIH), under six U.S. presidents, beginning with Ronald Reagan. President George W. Bush once said he had “absolute confidence” in Dr. Fauci and other health and scientific experts now leading the national response to the coronavirus outbreak. President Bush awarded Dr. Fauci the nation’s highest civilian honor, the Presidential Medal of Freedom.

A number of GOP senators delivered a letter to the World Health Organization (WHO) on Tuesday, announcing that they are investigating the organization’s involvement with China’s coverup of the true scale of the coronavirus outbreak.
The letter was addressed to WHO Director-General Tedros Adhanom Ghebreyesus, and is signed by Sens. Rick Scott (R-FL), Joni Ernst (R-IA), Todd Young (R-IN), Steve Daines (R-MT), Kevin Cramer (R-FL), Martha McSally (R-AZ), and Ron Johnson (R-WI).
Claiming that the WHO has ignored calls to investigate China, the senators wrote that “Ahead of an anticipated congressional hearing, we write today to request information regarding the WHO’s failed and delayed response to the Coronavirus.”
“American taxpayers fund the WHO, and it is up to us to make sure those taxpayer dollars are being spent wisely.” the letter adds.
The letter outlines six key questions, in a request for information from the global health body:
  1. What protocols and procedures did the WHO have in place for epidemics, suspected pandemics, and pandemics prior to December 2019?
  2. Please outline what steps were taken by the WHO, in accordance with protocols and procedures for epidemics, suspected pandemics and pandemics, as a result of the Coronavirus.
  3. When did the WHO first know China had cases of a potential “SARS-like virus”?
  4. When did the WHO team first arrive in China to start investigating the Coronavirus?
  5. Who at the WHO was in charge of coordinating coronavirus response with the Chinese Communist Party?
  6. Do any members of WHO leadership receive financial compensation outside of their WHO salaries? If so, please describe.
“American taxpayers deserve answers about how their taxpayer dollars are spent, and whether Congress should continue to spend millions of dollars every year to fund the WHO. Please provide your response by Monday, April 27,” the senators also wrote.
The development comes on the heels of President Trump confirming he will halt US funding for the WHO, while the government reviews it’s involvement with China.

“Today I’m instructing my administration to halt funding of the World Health Organization while a review is conducted to assess the World Health Organization’s role in severely mismanaging and covering up the spread of the coronavirus,” Trump said at his daily press briefing.
“The reality is the WHO failed to obtain, vet and share information in a timely fashion.” the President noted, adding “The WHO failed in its basic duty and must be held accountable.”
Trump threatened to cut funding for the WHO last week, and was subsequently threatened with more “body bags,” by the head of the organisation:
It has also emerged that the WHO blocked doctors from urging countries to impose border controls to stop the spread of coronavirus.

The Pentagon is investigating the possibility that the deadly coronavirus, which is now killing thousands of Americans every day, came from the biological research laboratory in Wuhan.
Gen. Mark Milley, Chairman of the Joint Chiefs of Staff, has confirmed that the DoD is looking into the theory that the virus was leaked out of the Wuhan Institute of Virology (WIV).
Milley made the comments at a press briefing broadcast by PBS Tuesday.

“There’s a lot of rumor and speculation in a wide variety of media, blog sites, etc.,” said Milley, adding “It should be no surprise to you that we have taken a keen interest in that, and we have had a lot of intelligence take a hard look at that.”
“At this point it’s inconclusive, although the weight of evidence seems to indicate natural, but we do not know for sure,” Milley added.
In a separate interview Tuesday, Secretary of State Mike Pompeo was also asked about the notion of the virus leaking from the lab, and did not rule out the possibility.
Pompeo was asked by Tony Katz of The Morning News “Does the State Department believe that China absolutely purposefully engaged a virus, or is there a belief that there was a leak from a virology lab in Wuhan, and China did not let the world know about it until it was too late?”
Pompeo responded “Look, there’s still lots of work to be done to find out precisely what happened here, precisely how this came to be. We know this much: We know this is a global pandemic that originated in Wuhan, China. We know that there were wet markets there. So we’re beginning to piece the facts together.”
The developments dovetail with a report in the Washington Post Tuesday detailing how U.S. Embassy officials in China visited the Wuhan Institute of Virology in 2018 and subsequently issued official warnings to the State Department about the inadequate safety at the lab, where researchers were meddling with bat coronaviruses.
In addition, Documents obtained by the Daily Mail last week confirm that Communist China had been harvesting, developing, and testing novel coronaviruses on mammals using grant money from the U.S. government under former President Obama.
“There’ll become a time to review precisely what happened, to investigate, get all the facts, and hold accountable those who were responsible for this enormous, not only loss in human life but the economic damage that’s been done here in the United States as well.” Pompeo added.
The Secretary also declared that the Chinese government has “simply not lived up to their obligations to the international organizations.”
To be clear, there is a general consensus among experts and government officials in both the U.S. and Britain, that the lab in Wuhan could be the source of an accidental leak of the virus due to its lax safety procedures.
Richard H. Ebright, a professor of chemical biology at Rutgers University, told The Daily Caller that he believes it is a distinct possibility that an accident in the laboratory in China could have caused the outbreak.
Lawrence Sellin Ph.D., a retired colonel with 29 years of service in the U.S. Army Reserve, who previously worked at the U.S. Army Medical Research Institute of Infectious Diseases, has also said that the origin of the virus is more likely to be a lab leak, arguing that “the technology to create a coronavirus chimera has been demonstrated,” and “deadly viruses have previously ‘leaked’ out of Chinese virology labs in two separate incidents.”
That is not to say that they believe it was a bio-weapon that was intentionally used by China, another wilder theory that has been promoted by the likes of bioweapons researcher Dr. Francis Boyle.
The accidental leak theory is also supported by the fact that according to a study contributed to by the ‘bat-woman’ herself, Shi Zhengli, the novel coronavirus is 96.2% identical to a viral strain that was detected in horseshoe bats from the Yunnan Province, which is over 600 miles away from Wuhan.
Separate Chinese research confirmed this and cited testimonies from close to 60 people who lived or stayed in Wuhan for lengthy periods, saying that the bat “was never a food source in the city, and no bat was traded in the market.”
The research paper, which was uploaded to Research Gate on Feb. 6, concluded that “The killer coronavirus probably originated from a laboratory in Wuhan.”
The paper was removed from Research Gate on Feb. 14 or 15, according to internet archives, and it’s author cannot be reached.
A deadly virus leak from a Chinese lab is not unprecedented. The SARS virus escaped twice from the Chinese Institute of Virology in Beijing in 2004, one year after its spread was brought under control.
Many believe that China’s continued subterfuge regarding the coronavirus outbreak, and it’s bizarre accusations that it was spread by the US military, is an effort to divert attention from the possibility that this virus leaked from the Wuhan lab.
