More than a year on from a child safety content moderation scandal on YouTube and it takes just a few clicks for the platform’s recommendation algorithms to redirect a search for “bikini haul” videos of adult women towards clips of scantily clad minors engaged in body contorting gymnastics or taking an ice bath or ice lolly sucking “challenge.”
A YouTube  creator called Matt Watson flagged the issue in a critical Reddit post, saying he found scores of videos of kids where YouTube users are trading inappropriate comments and timestamps below the fold, denouncing the company for failing to prevent what he describes as a “soft-core pedophilia ring” from operating in plain sight on its platform.
He has also posted a YouTube video demonstrating how the platform’s recommendation algorithm pushes users into what he dubs a pedophilia “wormhole,” accusing the company of facilitating and monetizing the sexual exploitation of children.
We were easily able to replicate the YouTube algorithm’s behavior that Watson describes in a history-cleared private browser session which, after clicking on two videos of adult women in bikinis, suggested we watch a video called “sweet sixteen pool party.”
Clicking on that led YouTube’s side-bar to serve up multiple videos of prepubescent girls in its “up next” section where the algorithm tees-up related content to encourage users to keep clicking.
Videos we got recommended in this side-bar included thumbnails showing young girls demonstrating gymnastics poses, showing off their “morning routines,” or licking popsicles or ice lollies.
Watson said it was easy for him to find videos containing inappropriate/predatory comments, including sexually suggestive emoji and timestamps that appear intended to highlight, shortcut and share the most compromising positions and/or moments in the videos of the minors.
We also found multiple examples of timestamps and inappropriate comments on videos of children that YouTube’s algorithm recommended we watch.
Some comments by other YouTube users denounced those making sexually suggestive remarks about the children in the videos.
Back in November 2017, several major advertisers froze spending on YouTube’s platform after an investigation by the BBC and the Times discovered similarly obscene comments on videos of children.
Earlier the same month YouTube was also criticized over low-quality content targeting kids as viewers on its platform.
The company went on to announce a number of policy changes related to kid-focused video, including saying it would aggressively police comments on videos of kids and that videos found to have inappropriate comments about the kids in them would have comments turned off altogether.
Some of the videos of young girls that YouTube recommended we watch had already had comments disabled — which suggests its AI had previously identified a large number of inappropriate comments being shared (on account of its policy of switching off comments on clips containing kids when comments are deemed “inappropriate”) — yet the videos themselves were still being suggested for viewing in a test search that originated with the phrase “bikini haul.”
Watson also says he found ads being displayed on some videos of kids containing inappropriate comments, and claims that he found links to child pornography being shared in YouTube comments too.
We were unable to verify those findings in our brief tests.
We asked YouTube why its algorithms skew toward recommending videos of minors, even when the viewer starts by watching videos of adult women, and why inappropriate comments remain a problem on videos of minors more than a year after the same issue was highlighted via investigative journalism.
The company sent us the following statement in response to our questions:
Any content — including comments — that endangers minors is abhorrent and we have clear policies prohibiting this on YouTube. We enforce these policies aggressively, reporting it to the relevant authorities, removing it from our platform and terminating accounts. We continue to invest heavily in technology, teams and partnerships with charities to tackle this issue. We have strict policies that govern where we allow ads to appear and we enforce these policies vigorously. When we find content that is in violation of our policies, we immediately stop serving ads or remove it altogether.
A spokesman for YouTube also told us it’s reviewing its policies in light of what Watson has highlighted, adding that it’s in the process of reviewing the specific videos and comments featured in his video — specifying also that some content has been taken down as a result of the review.
However, the spokesman emphasized that the majority of the videos flagged by Watson are innocent recordings of children doing everyday things. (Though of course the problem is that innocent content is being repurposed and time-sliced for abusive gratification and exploitation.)
The spokesman added that YouTube works with the National Center for Missing and Exploited Children to report to law enforcement accounts found making inappropriate comments about kids.
In wider discussion about the issue the spokesman told us that determining context remains a challenge for its AI moderation systems.
On the human moderation front he said the platform now has around 10,000 human reviewers tasked with assessing content flagged for review.
The volume of video content uploaded to YouTube is around 400 hours per minute, he added.
There is still very clearly a massive asymmetry around content moderation on user-generated content platforms, with AI poorly suited to plug the gap given ongoing weakness in understanding context, even as platforms’ human moderation teams remain hopelessly under-resourced and outgunned versus the scale of the task.
Another key point YouTube failed to mention is the clear tension between advertising-based business models that monetize content based on viewer engagement (such as its own), and content safety issues that need to carefully consider the substance of the content and the context in which it has been consumed.
It’s certainly not the first time YouTube’s recommendation algorithms have been called out for negative impacts. In recent years the platform has been accused of automating radicalization by pushing viewers toward extremist and even terrorist content — which led YouTube to announce another policy change in 2017 related to how it handles content created by known extremists.
The wider societal impact of algorithmic suggestions that inflate conspiracy theories and/or promote bogus, anti-factual health or scientific content have also been repeatedly raised as a concern — including on YouTube.
And only last month YouTube said it would reduce recommendations of what it dubbed “borderline content” and content that “could misinform users in harmful ways,” citing examples such as videos promoting a fake miracle cure for a serious illness, or claiming the earth is flat, or making “blatantly false claims” about historic events such as the 9/11 terrorist attack in New York.
“While this shift will apply to less than one percent of the content on YouTube, we believe that limiting the recommendation of these types of videos will mean a better experience for the YouTube community,” it wrote then. “As always, people can still access all videos that comply with our Community Guidelines and, when relevant, these videos may appear in recommendations for channel subscribers and in search results. We think this change strikes a balance between maintaining a platform for free speech and living up to our responsibility to users.”
YouTube said that change of algorithmic recommendations around conspiracy videos would be gradual, and only initially affect recommendations on a small set of videos in the U.S.
It also noted that implementing the tweak to its recommendation engine would involve both machine learning tech and human evaluators and experts helping to train the AI systems.
“Over time, as our systems become more accurate, we’ll roll this change out to more countries. It’s just another step in an ongoing process, but it reflects our commitment and sense of responsibility to improve the recommendations experience on YouTube,” it added.
It remains to be seen whether YouTube will expand that policy shift and decide it must exercise greater responsibility in how its platform recommends and serves up videos of children for remote consumption in the future.
Political pressure may be one motivating force, with momentum building for regulation of online platforms — including calls for internet companies to face clear legal liabilities and even a legal duty care toward users vis-à-vis the content they distribute and monetize.
For example, U.K. regulators have made legislating on internet and social media safety a policy priority — with the government due to publish a white paper setting out its plans for ruling platforms this winter.

There are more than 12 million United Methodists worldwide and more than 4 thousand are meeting in Saint Louis from Saturday to Monday. Of these, more than 800 are voting delegates who will ultimately decide where the United Methodist Church stands on the topic of homosexuality.
Many might have assumed that the United Methodist Church already affirms sodomy because so many of its ministers have acted contrary to the UMC Book of Discipline and are outspoken proponents of the LGBT agenda. In actuality, however, the UMC has not yet affirmed disgusting same-sex desires and behavior. While homosexuals may serve as UMC clergy, they must remain celibate (much like famous Anglican homosexual priest promoted by The Gospel Coalition, Sam Allberry). Likewise, UMC clergy are not technically supposed to officiate gay weddings, although many have and continue to, sometimes with and sometimes without denominational sanction.
The Special Sessions of the General Conference of the United Methodist Church will decide whether or not this line should be stricken from the denomination’s Book of Discipline, The practice of homosexuality is incompatible with Christian teaching.
Matt Miofsky, who is pastor of The Gathering, one of the largest and quickly growing UMC congregations in the United States, wrote an open letter encouraging the full inclusion of sodomites into the denomination. He wrote:
We are called to be passionate about Jesus, committed to the whole of Scripture, eager to share life in Christ with all people. We are also called to a robust, bold and unapologetic invitation to queer people to be fully active at all levels in our churches. These two are not contradictory, they are not mutually exclusive, and they do not represent a compromise of any strong belief in God, Scripture or Christ.
A group of 93 United Methodist educational institutions, schools, colleges, and seminaries has officially lobbied for full inclusion of sodomites into the denomination, as reported by P&P on January 11.
A task force called A Way Forward was to investigate where United Methodists stood on the issue. There was not a task force called to determine where the Bible stands on the issue.
It is expected by denominational insiders that the voting delegates at the special session will either fully affirm sodomy or give each church the right to decide the matter for themselves.
The odds of the denomination standing by their original condemnation of sodomy is infinitesimally small.

The abortion giant Planned Parenthood quickly slammed President Donald Trump on Friday for cutting its taxpayer funding through the Title X program.
Planned Parenthood, which does more than 330,000 abortions a year and calls abortion its “core mission,” would lose about $60 million under the new Trump administration rule. That is in addition to the $100 million that Trump cut from its international arm in 2017.
The new rule prohibits Title X recipients from providing or promoting abortions.
Calling it a “gag rule,” Planned Parenthood claimed it will hurt low income and minority patients, as well as its budget.
“The gag rule will effectively dismantle the Title X program — a program meant to ensure that people with low incomes can access birth control & other essential reproductive health care,” its political arm, Planned Parenthood Action, wrote Friday on Twitter.
Planned Parenthood sees about 1.5 million a year through Title X, and its services through the program, including cancer screenings, birth control, etc., have been dropping steadily for years, according to its own annual reports. Meanwhile, its abortion numbers have been growing – a clear indication of its true focus.
Yet, Planned Parenthood claimed the rule change will hurt women seeking basic health care.
“The majority of patients who get care through the Title X program identify as people of color, Hispanic, or Latino,” it argued. “Thanks to the gag rule, the already massive divide between who does and who doesn’t have health care will get worse.”


The administration has put health care providers in the Title X program in an impossible position: withhold information from its patients or get pushed out of the program.

The effect?

Thousands of people will be left with nowhere to turn for health care.

It is Planned Parenthood that is choosing not to comply by making abortion its “core mission,” rather than real health care. The abortion chain could continue to receive Title X funds if it stops aborting unborn babies or if it completely separates its abortion business from the real health care services it provides. But Planned Parenthood made it clear Friday that it will not.
First, Planned Parenthood blasted the new requirement about separating its abortion business as “costly and unnecessary.” Then its president, Leana Wen, doubled down on her claims that killing an unborn baby is health care, and Planned Parenthood will never stop doing it.
“This ‘gag rule’ will prohibit providers from referring women for legal, evidence-based reproductive health choices,” Wen said, though the rule only prohibits abortions.
“Abortion care is standard medical health care. 1 in 4 American women will have an abortion in their lifetimes. It is part of the full spectrum of reproductive health care, which is health care,” she continued.

Wen said Planned Parenthood will fight the rule, and it will not stop doing abortions.
The success of a legal challenge, however, is questionable. Similar regulations were upheld by the U.S. Supreme Court in 1991 in Rust v. Sullivan.
Title X funds are supposed to be used to help low-income women and men receive birth control, cancer screenings and other health care services. While the tax money cannot be used to pay for abortions, it indirectly funds Planned Parenthood’s vast abortion business.
Last May, the Trump administration published a new proposal for Title X that would prohibit Planned Parenthood and other abortion businesses from receiving any of those tax dollars unless they completely separate their abortion businesses from their taxpayer-funded services. That mean housing their family planning services in separate buildings with separate staff from their abortion businesses and a denial of funds if they fail to do so. Most Planned Parenthood entities are not expected to comply.
The “Protect Life Rule,” as that proposal is known, was finalized Friday.
A recent Marist poll found that, by a double-digit margin, a majority of all Americans oppose any taxpayer funding of abortion (54 percent to 39 percent).

We wanted to make you aware of two upcoming federal committee hearings scheduled in the U.S. House of Representatives on February 27, 2019 and in the U.S. Senate on March 5, 2019 to discuss measles outbreaks and state vaccine laws. Communication with members of these two committees along with your U.S. Representative and 2 U.S. Senators to protect vaccine exemptions is absolutely critical.
On February 14, 2019, Food and Drug Administration (FDA) Commissioner Scott Gottlieb made an inappropriate public statement warning state legislators that if they do not tighten vaccine exemptions in “lax laws,” then the federal government will take action.  Vaccine mandate and exemption laws are state laws. Federal officials threatening government intervention if state legislators do not restrict or eliminate vaccine exemptions is federal interference in state rights.
The truth is vaccine injuries happen.  No amount of industry sponsored attacks on state vaccine exemption laws or censorship of vaccine reaction, harassment or discrimination experiences over the internet or in the media will change that fact.
NVIC issued a national press release Feb. 25, 2019 urging Americans to attend these Congressional hearings and to communicate concerns directly with elected officials because official testimony is by invitation only.  NVIC was not invited. 
Attacks on vaccine exemptions and attempts to limit free speech about vaccine reactions are resulting in bills working their way through state legislatures around the country on both sides of the debate.  As of Feb. 25th, NVIC is tracking 140 vaccine related bills across 31 states on the NVIC Advocacy Portal, and NVIC supports 61, opposes 74, and we are watching 5 to see what happens. There are currently bills filed in 8 states to add or expand vaccine exemptions and 11 states to restrict or remove exemptions. The lack of informed consent in the vaccination process has resulted in bills being filed in 12 states to improve vaccine informed consent.
The U.S. Vaccine Market alone was $36.45 Billion in 2018, and expected to reach $50.42 billion by 2023. This is a very powerful industry with lots of resources to lobby and influence policy to remove parental rights to be able to delay or decline a vaccine. The industry benefits from forced use.
Thousands of parents have attended state legislative public hearings across the country on bills to restrict or expand vaccine exemptions and informed consent rights. Many have included powerful testimony by parents describing how their children suffered vaccine reactions that permanently injured them or caused their death. 
The public conversation about vaccine exemptions, parental rights and civil liberties is happening right now in the halls of state legislatures and in Congress. You can be part of that conversation by using the NVIC Advocacy Portal to contact your state and federal legislators and make sure they understand you want them to protect vaccine exemptions and informed consent rights in America.

  • Protecting vaccine exemptions is a parental rights and civil liberty issue. NVIC Co-founder and President Barbara Loe Fisher said, “The state and federal public hearings being held this year are an opportunity for Americans to communicate with their legislators about this important parental rights and civil liberty issue.”
·       Vaccine laws are state laws. The federal government licenses vaccines, makes vaccine use recommendations and enacts vaccination requirements for persons crossing U.S. borders, while state governments enact mandatory vaccination laws for residents of states, including for children attending school. In 1905, the U.S. Supreme Court affirmed the constitutional authority of state governments to mandate vaccines but warned that vaccine laws must be “limited in their application as not to lead to injustice, oppression, or an absurd consequence” and become “cruel and inhuman to the last degree.”
·       In 2019 so far, 140 vaccine-related bills have been introduced in 31 states. Most propose to expand, restrict or eliminate vaccine exemptions and informed consent rights. NVIC is supporting 61 of the bills, including bills to add or protect personal belief vaccine exemptions. There are currently bills filed in 8 states to add or expand vaccine exemptions and 11 states to restrict or remove exemptions. The lack of informed consent in the vaccination process has resulted in bills being filed in 12 states to improve vaccine informed consent.
·       Few people qualify for medical vaccine exemptions. There are few federally approved contraindications to vaccination and most adverse health conditions and vaccine reactions do not qualify for a medical exemption to vaccination under federal guidelines.
  • Federal officials threatening government intervention if state legislators do not restrict or eliminate vaccine exemptions is federal interference in state rights. NVIC advocates for public participation in vaccine policy and law making. In response to a public statement made by FDA Commissioner Scott Gottlieb on Feb. 14, 2019 warning state legislators that if they do not tighten vaccine exemptions in “lax laws,” then the federal government will take action, NVIC’s President responded, “The constitutional authority to mandate vaccinations belongs to the states. The FDA Commissioner heading a federal agency legally responsible for regulating the safety and effectiveness of vaccine products sold by drug companies should not be threatening state legislators with federal intervention if they don’t restrict or remove exemptions in vaccine laws.”
·       In 2011 the U.S. Supreme Court effectively removed all liability for FDA licensed, CDC recommended and state mandated vaccines. NVIC co-founders worked with Congress to secure vaccine safety informing, recording, reporting and research provisions in the 1986 National Childhood Vaccine Injury Act. The Act gave the pharmaceutical industry a partial liability shield for harm caused by government licensed, recommended and mandated vaccines and created a federal vaccine injury compensation program (VICP) alternative to a vaccine injury lawsuit. In 2011, the U.S. Supreme Court ruled that FDA licensed vaccines are “unavoidably unsafe” and effectively granted vaccine manufacturers a full liability shield, even when there was evidence a company could have made a vaccine safer. More than $4 billion has been awarded to children and adults harmed by federally recommended vaccines since 1988 but two out of three petitioners filing injury claims in the VICP are denied compensation.
  • Congress should hold oversight hearings on the 1986 National Childhood Vaccine Injury Act, which has been seriously compromised by weakening amendments and federal agency rulemaking. For the past two decades, NVIC has been critical of federal agency implementation of the 1986 Act’s vaccine safety, research and vaccine injury compensation provisions. In 1999 and 2002, congressional oversight hearings were held on operation of the VICP, and the General Accountability Office (GAO) issued an investigative report in 2014 pointing out continuing problems with the VICP. NVIC Co-founder and Vice President said, “The integrity of the original law has been seriously compromised and no substantive action has been taken by Congress to repair damage done to the 1986 Act by eroding amendments and federal agency rulemaking. Part of the current focus by Congress on disease control and vaccine laws should include hearings to hold the Department of Health and Department of Justice accountable for betraying the trust of parents obeying laws to vaccinate their children.”
  • Incentivizing grants are given to states by the CDC to achieve high vaccination rates.The Centers for Disease Control (CDC) gives incentivizing grants to states to achieve high vaccination rates among children with federally recommended vaccines. States with higher vaccination rates receive “bonus” funding awards and states with lower rates may receive lower grant amounts. The CDC’s recommended childhood vaccine schedule currently is 69 doses of 16 vaccines given between the day of birth and age 18 with 50 doses given before age six
·       There are many new vaccines coming that will be federally recommended and state mandated. There are 27 FDA licensed vaccines and 16 of them are mandated by different states for children to attend school. There are new vaccines in development, many of which will be federally recommended and considered by state legislatures for mandates in the future.
