This vote was a foregone conclusion, since Iraq has had a weak Shi’ite government dominated by the Islamic Republic of Iran ever since the toppling of Saddam Hussein. And the MPs are right: we should leave Iraq and everywhere our troops are without any defined mission or goal.

It's not that the media doesn't know the truth, it's that it keeps lying about it anyway.
Iraq's Parliament Calls For Expulsion Of U.S. Troops - NPR
Nah.
Shiite lawmakers allied with Iran passed a meaningless nonbinding resolution while the Sunnis and Kurds boycotted. This is the equivalent of the Democrats passing a resolution suggesting that presidents who misbehave should be impeached while the Republicans never even showed up.
This resolution is deliberately ineffectual. And that's not a new phenomenon.
Iraq's fake government in Baghdad has a history of posturing over American troops going back a long ways. The SOP here is to take meaningless votes condemning US forces while secretly negotiating to keep American troops exactly where they are.
The military knows how this double game works and so ignores it. Exactly as it's ignoring this resolution.
The Shiite resolution is strictly for domestic consumption. And domestic, in this case, consists of Iran. The Shiite politicos show their allegiance to Tehran while secretly urging America to stay so that they have some breathing room from guys like Soleimani.
