Ari was raised in a traditional Reform Jewish home near Philadelphia.
He celebrated the Jewish holidays, attended Hebrew school, had a Bar
Mitzvah, and participated in Jewish camps and other traditional
activities. Despite all of this, he never really believed God was real.
In his early 20’s, Ari asked his Rabbi what he thought was going to
happen to him personally when he died. His response was that he didn’t
know. Ari was floored that the Rabbi didn’t have an answer for his own
self. Ari, therefore, began to question everything. Looking for answers
and truth, he began to examine Eastern philosophy, however, through the
love and witness of many believers, he came to the realization that “if
God was real”, it meant that he was a sinner in need of atonement and
forgiveness.
Because of his upbringing, Ari believed that Jesus and Judaism were
“opposites at their cores.” Thankfully, the two came together when he
prayed to receive Jesus as his Jewish Messiah on April 6, 1997. That day
he read the New Testament for the first time. Ari cried out to the Lord
and believed that He sent Jesus as the sacrifice in his place. And his
very first prayer (after salvation) was telling God that he was sorry he
had hated His name.
Soon after Ari’s profession of faith in
Jesus as Messiah, he had a growing burden for the lost. In addition to
sharing his faith as a Higher Education Administrator for over 10 years,
his passion for reaching both Jews and non-Jews led him to serve
full-time with two other ministries sharing the Good News with the
Jewish people.
Now on staff with Chosen People Ministries,
Ari’s desire is to help educate and equip believers to share about the
miracle of forgiveness of sin.

Here is the notorious exercise in “hate speech” that Left-fascists
did their best to shut down. Will any of them find any actual “hate” in
it? Of course not. Last Thursday evening, I spoke at Truman State
University in Kirksville, Missouri. When they heard that I had been
invited, Left-fascists first called for me to be physically attacked,
and then tried to get university officials to cancel my appearance. The
university placated the fascists by inviting Faizan Syed of the
Hamas-linked Council on American-Islamic Relations (CAIR) to speak just
before I did. Syed gave a canned dawah presentation filled with
half-truths, deceptions, and detours, along with a liberal amount of the
usual defamation and ad hominem smears against me that feature in
Hamas-linked CAIR and Leftist “Islamophobia” fearmongering rhetoric.
Syed’s speech was enthusiastically received by the audience, which
was filled with members of the Muslim Students Association (MSA) and
many non-Muslim students (including males) wearing hijabs in solidarity
with their supposedly oppressed Muslim friends. (I wonder if they would
doff those hijabs in solidarity with Aqsa Parvez and the other Muslim
women and girls who have been murdered for not wearing the hijab.
Somehow I doubt it.) Just before I began speaking, Truman State University officials
turned up the heat in the room, which had been perfectly comfortable
during Syed’s address. They refused to turn it down when we requested
that they do so, so the room was sweltering by the time I began and much
hotter still by the time I finished. The audience was almost completely
hostile. They didn’t disrupt my remarks, as the MSA had instructed them
not to; for which I would thank them except that I believe it should be
taken for granted that unpopular and unwelcome opinions that are
nonetheless based on sound reasoning and evidence should be given a fair
hearing on university campuses. They did ask a series of hostile
questions, rolling their eyes, shaking their heads, and chuckling at my
answers. This video, alas, is cut off, and doesn’t contain the full Q
and A period.
Unfortunately for the Truman State students, Faizan Syed with all his
slick falsehoods and character assassination, and all their contempt
and hatred for me and the truths I tell, will not make the realities
they deny go away.

Unfortunately, Masonic membership in autonomous evangelical
churches is widespread. The sin of Masonic association often goes
unnoticed or unconsidered in many local churches. For those Christians
who are convicted by the Holy Spirit to address the sin of Freemasonry
in their churches, the following letter is provided as a resource. It
can be tailored and addressed to members of the Masonic religion who are
members of any local church. Dear (Name of Mason), It has come to my attention that you are a member of (Name of Masonic Lodge). I have come to conclude, along with the North American Mission Board of the Southern Baptist Convention and a number of other Christian denominations, that Freemasonry is not compatible with Christianity. I was distraught when I learned that you, a member of my own church, were involved in Freemasonry. I
am obligated by scripture to take the uncomfortable step of showing
you, (Name of Mason), your sin. I ask that you repent of the sin of
being involved in Freemasonry and immediately renounce your membership
in (Name of Masonic Lodge). As a faithful Christian, I can do no other thing. The Lord Jesus said,
“If your brother sins, go and show him his fault in private; if he
listens to you, you have won your brother.” I understand that you may be
taken aback by my actions. Perhaps no other church member has ever
approached you asking you to renounce Freemasonry. It could be the case
that the other members of our church are,ignorant of the unbiblical
nature of Freemasonry. Having researched the matter myself, I can no
longer say that I am unaware. The Apostle James wrote, “to one who knows the
right thing to do and does not do it, to him it is sin.” I am in the
position of knowing about the nature of Freemasonry. So are you. Thus,
we both must do the right thing. There is a sentiment among some that
many Freemasons simply see the craft as a harmless fraternal
organization and have not fully considered its spiritual claims
ramifications. I do not share this sentiment. The unbiblical claims are
simply too harmful to Christian witness Freemasonry
requires that oaths be taken to be initiated into the Entered
Apprentice, Fellowcraft, and Master Mason degrees. These oaths are
fairly described as barbaric and involve binding oneself under the
penalty of having one’s throat cut “ear to ear” and having one’s “tongue
torn out by its roots”. These oaths violate the command of the Lord
Jesus who stated:
“make no oath at all, either by heaven, for it is the throne of God,or by the earth, for it is the footstool of His feet, or by Jerusalem, for it is the city of the great King.Nor shall you make an oath by your head, for you cannot make one hair white or black. But let your statement be, ‘Yes, yes’ or ‘No, no’; anything beyond these is of evil.”
To
even enter the most basic degrees of Freemasonry, one must disobey
Christ. This is not an acceptable action for a member of the body of
Christ. It is sin. This oath swearing in itself puts Masonry at odds
with Christianity. That’s to say nothing of the extrabiblical story of
the death and raising of Hiram Abiff. The secrecy of Freemasonry is inherently antithetical to Christianity. The Lord Jesus told his followers that they are “the light of the world. “ Jesus said, “A city set on a hill cannot be hidden; nor does anyone light
a lamp and put it under a basket, but on the lampstand, and it gives
light to all who are in the house. Let your light shine before men in
such a way that they may see your good works, and glorify your Father
who is in heaven.” Freemasons claims to have the “light” of Masonry, yet
they keep it secret from outsiders, even members of their own churches.
Freemasonry
claims that it “makes good men better.” This can’t be so. Scripture
teaches that there are no good men. Jesus Christ said: “There is only One who is good; No one is good except God alone.” Scripture, through the Apostle Paul and the prophet Isaiah, teaches
that “there is none righteous, not even one.” It is the policy of
Freemasonry that no particular religion or faith is required or
excluded. Thus, Freemasonry as an institution teaches non-Chrisitans
that they are good and can get better through Masonry (and outside of faith in Christ). This both denies the effects of the Edenic fall and power of the gospel. If
there is any remaining doubt the Freemasonry denies the scripture then
consider the words from Akin’s Lodge Manual and Masonic Law Digest which
are meant to be addressed to new Freemasons:
“As you are now introduced into the first principles of Masonry, I
congratulate you on being accepted into this ancient an honorable Order:
ancient, as having subsisted from time immemorial; and honorable, as
tending in every particular, so to render all men who will conformable
to its precepts. No institution was ever raised on a better principle,
or more solid foundation. Nor were ever more excellent rules and useful
maxims laid down that are inculcated in the several Masonic lectures.
The greatest and best of man, in all ages, have been encouragers and
promoters of the art, and have never deemed it derogatory to their
dignity to level themselves with the fraternity, extend their
privileges, and patronize their assemblies.”
The Church of Jesus Christ was raised on the Solid Rock, Jesus Christ. He is the chief cornerstone
of the church. This is the most solid foundation of any institution.
The Bible is God’s Holy word and contains better maxims than any
man-based teachings. The statement above from Akin’s manual is
antithetical to Christianity and no Christian should be able to say it
good conscience. None should believe it. No prophet or apostle has ever
been a Freemason (from time immemorial). Nor was the Lord Jesus Christ.
It is not true, then, that “the greatest and best of man, in all ages”
have encouraged and promoted Freemasonry. Akin’s manual also implies,
through its funeral service language, that non Christians can make it
to Heaven through their virtuous living. This is denial of what the
Apostle Paul wrote to the the Ephesians:
“For by grace you have been saved through faith; and that not of yourselves, it is the gift of God; not as a result of works, so that no one may boast.”
It is also a denial of the clear words of Jesus, no one gets to the Father except through Him. The
verdict is clear. The Craft is antithetical to Christianity and an
affront to our local church. Jesus Christ said, “nothing is hidden that
will not become evident, nor anything secret that will not be known and come to light.” The secret things of Masonry have been brought to light. Please renounce Freemasonry and repent of your sin. Sincerely, (Your Name)

In an atrocious display of terror and depravity, Coptic churches were
bombed in Egypt. An explosion in Tanta killed 27 attenders at St.
George’s Coptic Church, and a second explosion killed 17 in Alexandria
at St. Mark’s Coptic Church. The Egyptian government announced three
days of mourning, and we should mourn with them.
In Luke 13:3,
Jesus had just received word that Herod had butchered Jews in the
temple. That act of terror was eerily similar to what was experienced
today in Egypt. People not deserving to be butchered like animals were
indiscriminately murdered in a place of worship. Jesus’ response to
hearing about the tragedy no doubt shocked the crowd, still reeling over
the loss of life and drowning in a tidal wave of justifiable
compassion. Their blood had not yet dried, nor their bodies cooled.
Jesus’ response was, “Repent, lest ye likewise perish.” Jesus lived by
the example given as exhortation in 2 Timothy 4:2,
preaching both in season and out of season (or as more fluid
translations render it, both when it is convenient and inconvenient).
An article like this one is bound to receive criticism for
insensitive timing. We simply refer to the example of Jesus Himself, a
sympathizing High Priest, who didn’t put truth in time out through an
extended moment of silence. Who are the Coptic “Christians?” Until the murder of 21 Egyptians in February of 2015, the
International Mission Board (IMB) of the Southern Baptist Convention
listed the Coptic Christians as an “unreached people group” in need of
Evangelism. After that event, in Southern Baptist leaders were publicly
mourning the death of our “brothers and sisters,” and after Pulpit &
Pen linked those articles at the IMB accordingly, the organization
scrubbed all references and deleted all articles relating to Coptic
Christians and their status as spiritually lost (link). Whether or not you believe the Coptic believers are Christians
depends on what you believe the true Gospel is and how you believe one
is justified before God. If you believe that being a Christian is not a
matter of ethnic or cultural affiliation and hold that one isn’t a
Christian unless they’re justified, then in the most simple of terms,
Coptic believers are not Christians for the exact same reason
Protestants don’t believe Catholics are Christians. Coptic believers do
not hold to the authentic Sola Fide Gospel of Jesus, and if they die
while still holding to a salvation of merit, they will die in their
trespasses and sins, and receive the due penalty thereof.
This may sound harsh, but this position is the position of historic Protestantism (and we believe, orthodox Christianity).
As we explained in The Great Evangelical Copt-Out in
2015, the Greek Orthodox Church (of which, the Coptic believers in
Egypt are a part) teaches that salvation is not found by faith alone
through grace alone. Asking whether or not Coptic believers can be saved
by the Gospel of the Protestants, the Coptic Orthodox Archdiocese of
the Southern United States (chosen as representative of official Coptic
belief because it is in English), the website states…
Believing in our Lord Jesus Christ is
just the very first step towards salvation. The dogma and the
sacraments are not a formula but are the means by which we have a life
with the Lord. There are some sacraments that are essential for
Salvation. Baptism, which is considered by the Protestants to be just a
sign of accepting the faith, is essential. The Lord Christ said it
clearly, “He who believes and is baptized will be saved” (Mk 16:16).
Baptism here is not to be a sign but the threshold to a new life
without which one cannot enter the kingdom of God; as our Lord explained
to Nicodemus “Most assuredly, I say to you, unless one is born again,
he cannot see the kingdom of God” (John 3:3). Eucharist, repentance and Chrismation are also necessary (link).
The Coptic believers hold to a salvation in which faith in Christ is
just the “first step towards salvation, holding that sacraments are
necessary to salvation, including the Eucharist and “Chrismation” (being
anointed with special oil, a unique superstition of the Greek Orthodox
faith.
They also provide a question on their official website, asking what is necessary to go to Heaven. This is their response…
All seven church sacraments are essential. We touch all of them on our path to heaven through the church.
Baptism (the gate of the path of salvation)
Chrismation (anointing of the holy Myron Oil—oil which includes
remnants of the spices laid upon the body of our Lord Jesus when He was
in the tomb)
Confession (with repentance)
Holy Eucharist (Communion)
Unction of the Sick
Holy Matrimony (no one is obliged to marry, but without holy matrimony, the next generation would be alienated from the church)
Priesthood (without the priesthood, none of the other sacraments could be administered)
It is clear that the official doctrine of the Coptic Orthodox Church
is a different gospel, a works-based gospel, the type of gospel
condemned by Paul in his epistle to the Galatians when he wrote, “But
even if we or an angel from heaven should preach to you a gospel
contrary to the one we preached to you, let him be accursed. As we have
said before, so now I say again: If anyone is preaching to you a gospel
contrary to the one you received, let him be accursed.” (Galatians 1:8-9) This article
on the salvation of the thief on the cross, written by Shenouda III,
117th Pope of the Coptic Orthodox Church, expressly to refute the
Protestant confession that justification is by grace alone through faith
alone in Christ alone, is another example of the differences between
the Protestant and Coptic understandings of the gospel. In the
introductory paragraph, we read:
”Protestants, in their attempt to
emphasize that salvation is not dependent on human achievements, say
that good works play no role in our salvation, and to stress the point
that salvation is not due to human merit, say that evil works will not
affect the salvation of a believer! Thus, their views regarding
salvation turned into a heresy that needed to be refuted.
We want to be clear that, in pointing out the gospel differences
between historic Protestantism and the Coptic Orthodox Church, we do not
wish to minimize the deaths of these Egyptians nor the guilt of their
murderers. But we strongly believe that we must maintain Gospel clarity,
as well. A significant portion of evangelicals are increasingly under the
impression that the Greek Orthodox are to be considered Christians.
Southern Baptist Theological Seminary and its president, Albert Mohler,
recently had a Greek Orthodox lecturer,
Rod Dreher, promote Monasticism in his book, The Benedict Option, at
the Louisville campus. The Southwestern Baptist Theological Seminary recently promoted a debate they’re hosting in which the “Christian” side is performed by a Greek Orthodox believer. Daniel Akin, president at Southeastern Baptist Theological Seminary and Bart Barber
(who is speaking at this year’s SBC pastor’s conference) both made
tweets today assuming the Christianity of the Greek Orthodox believers
martyred in Egypt.
There is simply no possible way to affirm the Christianity of the
Greek Orthodox who hold to Greek Orthodox doctrine. Salvation is found
in faith alone. There is no such thing as justification by martyrdom.
Please pray for the victims of this terrible tragedy. Pray that
justice will be done to the perpetrators, and whatever degree of peace
might be possible come to the victims’ families. We don’t have to
consider the Copts brothers in Christ in order to mourn with them and
for them, as we well should.
May the Gospel come to them. And might they be saved.

Traditional Easter celebrations have been cancelled in Egypt
over security fears after ISIS killed over 45 people with suicide bombs
in two churches on Palm Sunday.
The attacks came months after ISIS vowed to eradicate Christianity from Egypt, which comprises about 10% of the population.
“Christians
in Egypt are concerned about their safety during this holy week. Safety
is not guaranteed in spite of all the extra security measurements,
people are worried someone could sneak into a church and leave a bomb,”
an Egyptian Christian, who wished not to be identified, told
Express. “However, I was in Church last night and we had lots of extra
security placed there by the security department in our neighborhood.”
“It
is too early to tell what the outcome of the state of emergency will be
but it will give the government free hand to take extra measures such
as instantly capturing of suspects and trying to stop suspects before
they commit attacks.”
“We do have strong concerns especially Saturday evening when the main
Easter service starts and ends at midnight. It is one of the most
heavily attended services of the year,” he added.
Egyptian
president Abdel Fatah el-Sisi declared a three-month state of emergency
following the Palm Sunday attacks, deploying the military across the
country and restricting freedom of movement in an effort to protect
Christians and “vital and important infrastructure,” and halt further
ISIS attacks.
“I ask Egyptians to bear the pain,” el-Sisi said, warning that the war against the jihadists would be “long and painful.”
The
anonymous Christian pointed out that “much of the population is either
illiterate or very poorly educated,” which are ideal conditions for ISIS
to recruit new jihadis.
“Christians are considered infidels,
following a corrupt faith, reading a corrupt bible,” the Christian said.
“They will blindly follow teaching of those who uphold the conception
that Christians are infidels.”
Some Christians are set to defy the
intimidation and attend more subdued and limited Easter services with
armed guards and “without any festive manifestations.”

Japan is finalizing plans to
evacuate 60,000 of its citizens from South Korea in the event of war as
tensions between the United States and North Korea continue to build.
Japan’s
National Security Council has held urgent discussions on how it would
provide safe passage for its citizens if a major crisis arose out of a
potential North Korean nuclear test, which some have predicted could
happen this weekend.
Japanese
authorities are also readying for a potential wave of North Korean
refugees to pour into the country, amongst whom could be hidden spies
and agents, Japanese media reported.
“Besides commercial ships and planes,
Japan would want to send military aircraft and ships to assist in the
evacuation if the South Korean government agreed,” reports Press TV.
The
official who revealed the plan declined to be identified, citing the
“sensitivity” of the topic. A Japanese ruling party lawmaker and a
government source also told Reuters this week that authorities in Japan
were preparing for an influx of North Korean refugees, but that such
preparations were being kept secretive so as not to stir public anxiety.
Millions
of citizens in Seoul and other major South Korean cities could be at
risk if North Korea decides to retaliate against U.S. aggression.
It
was also reported yesterday that North Korea has evacuated 600,000
citizens from Pyongyang because the city does not have enough bunkers to
shelter its entire population. although the veracity of that report was
subsequently questioned.
North Korea’s Vice foreign minister Han Song Ryol told the Associated Press today that the country is prepared to use its most “powerful nuclear deterrent” if the U.S. launched a pre-emptive strike.
NBC reported yesterday
that the Trump administration could launch a conventional pre-emptive
strike if it suspects North Korea is about to follow through on a
nuclear weapons test, although this was subsequently denied by Pentagon
officials.

Air China, announced it was suspending flights from Beijing to the North

published on its website, CCTV did not cite a source while according to
Reuters, Air China could not immediately be reached for comment after
business hours. The last flight between the two cities took place on
Friday, with the return flight to Beijing arriving in the early evening,
the broadcaster said. Air China began regular flights between the two
countries in 2008 but the flights were frequently cancelled because of
unspecified problems, the broadcaster said. China is North Korea's sole
major ally but it disapproves of the North's weapons programs, and its
confrontations with the United States and its Asian allies, and it has
supported U.N. sanctions against it.
Following repeated missile
tests that drew international criticism, China banned all imports of
North Korean coal on Feb. 26, cutting off the country's most important
export product. North Korea's army vowed a 'merciless' response to any
US provocation, the official news agency reported Friday, as tensions
soar over Pyongyang's rogue nuclear program.

FDA Nominee Scott Gottlieb To Anti-Vaccine Crowd: Get Over It
By Alex Lash / Ben Fidler In what passes for a short hearing these days in Washington, DC, the
Trump White House’s pick to run the Food and Drug Administration, Scott
Gottlieb, spent less than three hours fielding questions from a Senate
committee Wednesday morning. Amid predictable splits between Republican praise for his past
industry experience and Democrat fire over potential conflicts that stem
from his private industry investments and consulting work, Gottlieb
took very public issue with one of President Donald Trump’s high-profile
grievances. Gottlieb was unequivocal that the anti-vaccine movement,
newly emboldened by Trump’s vaccine skepticism, was tilting at
windmills. “This has been one of the most exhaustively studied questions in scientific history,”Gottlieb said.“We
need to come to the point where we can accept no for an answer and come
to the conclusion that there is no causal link between vaccination and
autism. We’ve invested, and Congress has invested, enormous resources in
studying this question.”
Gottlieb painted himself as unafraid to push back against potential
pressure from his bosses. “I have a history of not being shy, about
speaking truth to power,” he said, and would make his views known “in
the proper venues.”
Gottlieb, 44, who served in the FDA from 2005 to 2007 in the George
W. Bush administration, also spoke forcefully about the nation’s opioid
abuse crisis. Senators from both sides asked Gottlieb what FDA could do
about the situation, which he called a public health emergency “on the
level of Ebola and Zika” that requires the “full gamut of public
resources.”
Gottlieb was cautious, however, in noting that much of the difficult
work lies outside the FDA’s purview. He was similarly cautious
describing specific potential FDA action, referring to regulatory
“frameworks” and statutes that the agency must follow—or that Congress
has to change. “We might have to come back to Congress,” he said, “and
have another conversation with all of you about how to make these things
happen.”
Sen. Al Franken (D-MN) noted that the price of a life-saving
injection of the anti-overdose drug naloxone, which many first
responders carry on the job, has jumped dramatically since 2014.
Gottlieb responded that FDA regulations could perhaps be tweaked to
allow generic competition for high-priced drugs. Speaking more broadly
about lack of generic competition, which has helped some products
monopolize the market “in perpetuity,” Gottlieb told the Senate
committee, “I think this is an area we can make a lot of progress.”
While pleased to hear Gottlieb speak in urgent terms about the opioid
crisis—which in large part is responsible for overdoses now killing more Americans than shootings and car crashes combined—Democrats
also used the issue to probe Gottlieb’s ties to the healthcare industry
and whether he’d cave to political pressure from the Trump
administration.
Sen. Tammy Baldwin (D-WI) brought up Gottlieb’s past advocacy for a
“more holistic approach” to relieving chronic pain—using medical
devices, perhaps—and that New Enterprise Associates, the VC firm where
Gottlieb has worked for a decade, has invested in a company making
devices for chronic pain. “What assurances can you give us that your
business and financial relationships won’t bias you?” Baldwin asked.
Gottlieb, who has often used his position at conservative think tank
American Enterprise Institute to pen op-eds about FDA matters such as
sluggish drug approvals, generic drug rules, and off-label drug
promotion, said he would do nothing to “besmirch” the agency. “I get it.
I know why people care,” said Gottlieb. “FDA decisions are matters of
life and death, and I don’t want to reduce confidence in the agency’s
mission.”
Gottlieb has promised to recuse himself for one year from FDA
decisions regarding companies linked to him, divest from about 20
companies, and to step down from all boards. Questions about financial
ties and improper transactions swirled around Tom Price, the Health and
Human Services secretary, who would be Gottlieb’s boss. The Senate confirmed Price in February largely along party lines.
Gottlieb said his industry experience helps him understand how
companies try to “game the process”—use regulation to their commercial
advantage—and that he would try to design better regulations to prevent
egregious practices.
Gottlieb’s nomination has eased some fears in the life sciences world of drastic FDA upheaval
because of his agency history and private sector experience. One
potential candidate floated earlier by the administration had publicly
questioned whether FDA needed to evaluate drugs for efficacy. Trump has
declared he wants to cut FDA regulations by at least 75 percent.
The FDA saw plenty of reform in the Obama era,
as well, with several new incentives to drug makers and new pathways to
speed evaluation of drugs. The 21st Century Cures Act, signed by
President Obama late last year, gives the agency even more leeway, which
some critics considered an unacceptable loosening of standards.
While Gottlieb spoke often about streamlining regulations in today’s
hearing, he did not speak about radical disruption. “I believe in the
gold standard for safety and effectiveness,” he said. “That is something
that needs to be demonstrated through an empiric regulatory process
guided by the science and public health.”
But he acknowledged it will difficult to maintain high standards with
fewer staff, which proposed White House budget cuts would impose. “I’m
going to be committed to advocating for proper resources for the FDA,”
he said. The administration has already imposed a hiring freeze. As
experienced staff leave or retire, “replacing that kind of expertise and
institutional knowledge is going to be a significant challenge,”
Gottlieb said.
One Democrat questioned whether Gottlieb would also push back against
political meddling over access to contraception, which FDA regulates.
Gottlieb declined to discuss Bush-era FDA decisions about contraception,
and said that as a physician, he would be guided by science, public
health research, and the advice of the agency’s career staff.
The Senate Health, Education, Labor, and Pensions Committee will vote
on Gottlieb after the upcoming Congressional recess, a spokeswoman

WASHINGTON —President Trump has signed into law a
bill that overturns a rule issued by the Obama administration that bans
states from defunding the abortion and contraception giant Planned
Parenthood.
“On Thursday, April 13, 2017, the president signed into law H.J. Res.
43, which nullifies the Department of Health and Human Services rule
prohibiting recipients of Title X grants for the provision of family
planning services from excluding a subgrantee from participating for
reasons other than its ability to provide Title X services,” the White
House simply write in a brief press release on Thursday. As previously reported,
the resolution passed the Senate on March 30 after Vice President Mike
Pence was called in to cast the deciding vote in the midst of a 50-50
tie. It cleared the House on Feb. 16 230-188, mostly along party lines.
“Resolved by the Senate and House of Representatives of the United
States of America in Congress assembled, that Congress disapproves the
rule submitted by the Secretary of Health and Human Services relating to
compliance with Title X requirements by project recipients in selecting
subrecipients (81 Fed. Reg. 91852; December 19, 2016), and such rule
shall have no force or effect,” H.J. Res. 43 simply reads.
Title X was enacted in 1970 under the Public Health Service Act and
authorizes the Office of Population Affairs to oversee the disbursement
of federal funds for the purpose of assisting organizations that offer
“family planning” services. States distribute the capital to
reproductive and women’s health organizations as they see fit.
In recent years, a number of states have sought to defund the
abortion giant Planned Parenthood after granting the organization funds
for years, remarking that they do not wish to assist groups that provide
abortion services, even if the funds will not be directly used for
abortion.
But the Obama administration contended last year that stripping
abortion facilities of funding results in undesired births. It also
asserted that such locations are important because they provide
contraceptives.
“Reducing access to Title X services has many adverse effects. Title X
services have a dramatic effect on the number of unintended pregnancies
and births in the United States,” HHS said in September. “For example,
services provided by Title X-funded sites helped prevent an estimated 1
million unintended pregnancies in 2010 which would have resulted in an
estimated 501,000 unplanned births.”
The U.S. Department of Health and Human Services (HHS) consequently
drafted a rule—which it finalized in December—that amends the Code of
Federal Regulations to read, “No recipient making subawards for the
provision of services as part of its Title X project may prohibit an
entity from participating for reasons unrelated to its ability to
provide services effectively.”
But some lawmakers sought to overturn the rule, which they opined was crafted with bias and incorrect information.
“This edict was replete with statements that the Administration
cannot back up,” sponsor Sen. Diane Black, R-Tenn., said. “For example,
the rule stated that health care providers with a focus on reproductive
health—for example Planned Parenthood—can ‘accomplish Title X
programmatic objectives more effectively.’ This is demonstrably false.”
“According to Planned Parenthood’s most recent annual report, Planned
Parenthood’s contraceptive services dropped by 18% over the last year,”
she noted. “And their total number of services provided dropped by 11%
even as their taxpayer funding increased by millions and their abortions
continued at over 320,000 a year.”
As previously reported, according to the organization’s annual report, Planned
Parenthood performed 323,999 abortions nationwide during the 2014-2015
fiscal year. The figure accounts for at least one-third of all abortions
nationwide, when compared to statistics released in November by the Centers for Disease Control.
As it has been in previous years, Planned Parenthood’s largest focus
in 2014-2015 was sexually transmitted diseases (STD’s), as it tested
and/or treated over four million people for sexual ailments, with over
3.5 million tests and 32 thousand men and women being treated for
ailments contracted through sexual activity.
Over 2.9 million people were provided with contraceptives or other
forms of birth control in 2014—from temporary to permanent, including
over 900 thousand emergency contraception kits. The figure is down from
3.5 million the year before, and 3.7 million in 2012. Planned Parenthood does not provide mammograms as it is not licensed
to operate mammogram machines, and its annual report outlined that fewer
than 700,000 women received services surrounding cervical cancer
screenings (pap smears for women who have been sexually active),
equating to just seven percent of its services, while STD testing and
contraceptives accounted for 76 percent of its services, as opposed to
women’s health. Following word that Trump had signed the resolution nullifying the
Obama administration’s order, Planned Parenthood blasted the move,
asserting that the government was inflicting injury on women by allowing
states to reallocate funds to community health centers instead.
“People are sick and tired of politicians making it even harder for
them to access health care, and this bill is just the latest example,”
said Dawn Laguens, executive vice president of Planned Parenthood
Federation of America. “Too many women still face barriers to health
care, especially young women, women of color, those who live in rural
areas, and women with low incomes.”
But Seema Verma, director of the Centers for Medicare and Medicaid
Services, told reporters following the signing that “President Trump is
delivering on his promise to give states the flexibility that they need
to make healthcare decisions that best meet their citizens’ unique
needs.”
