As we start to see the introduction of in-home testing for the coronavirus, we’re also learning more about mistakes made at the CDC. According to a new report by The Washington Post, there were issues with cross-contamination. … This is particularly disturbing, I think, when many people think of the CDC it’s kind of like the gold standard when it comes to research and advice on diseases… The getting reliable tests out to the hospitals, the clinicians, to the public health labs around this country was delayed and the big unanswered question was what was the cause of the original delay, and what we’ve reported is that there was a violation of sound manufacturing practices at the CDC in Atlanta that resulted in contamination of the COVID-19 test kits. And those kits then went out to public health laboratories around the country, and false positive results immediately showed up in those laboratories. Those results were reported back to the CDC and the CDC took quite a long time to get on top of what was causing the problem and to remove the component of the test kit in which the false positive results had repeatedly emerged.

Weeks after President Trump tweeted messages to “Liberate” various states like Michigan, whose governor has come under fire for imposing some of the most draconian ‘stay at home’ and lockdown measures nationwide, the White House has shelved a detailed Centers for Disease Control (CDC) guide providing directives for opening up the country again.
The AP obtained a copy of the unreleased report, which further comes after the administration’s own “Opening Up America Again” — though the new CDC unpublished report is said to be more specific and detailed. AP describes:
The 17-page report by a Centers for Disease Control and Prevention team, titled “Guidance for Implementing the Opening Up America Again Framework,” was researched and written to help faith leaders, business owners, educators and state and local officials as they begin to reopen.
It was supposed to be published last Friday, but agency scientists were told the guidance “would never see the light of day,” according to a CDC official.
That this hasn’t been cleared for public release either by the White House or CDC leadership underscores the continuing debate and struggle between those wanting a “scientifically accurate” one-size-fits-all centralized policy for reopening vs. Trump’s desire to leave specifics to the states, given the pandemic has impacted various regions of the country differently.
For example, the South has been far less impacted than predictions in March suggested, while some states in the central parts of the country have chafed at what many see as the dangerous trend of the entire country’s fate being determined by hard-hit cities and areas on the East and West coasts, especially the tri-state area.
“We’ve consulted individually with states, but as I said, it’s (a) governor-led effort. It’s a state-led effort on … which the federal government will consult. And we do so each and every day,” the White House spokesperson said in a COVID-19 briefing Wednesday.
But the administration has come under severe criticism for not making CDC recommendations easily available in the form of centralized information or daily briefings, preferring not to federalize what could be perceived as a blanket policy. The AP summarizes the new CDC document’s guidelines as follows:
The rejected reopening guidance was described by one of the federal officials as a touchstone document that was to be used as a blueprint for other groups inside the CDC who are creating the same type of instructional materials for other facilities.
The guidance contained detailed advice for making site-specific decisions related to reopening schools, restaurants, summer camps, churches, day care centers and other institutions. It had been widely shared within the CDC and included detailed “decision trees,” flow charts to be used by local officials to think through different scenarios. One page of the document can be found on the CDC website via search engines, but it did not appear to be linked to any other CDC pages.
And further, it contains details recommended by scientists which are not currently found on any official CDC web pages:
For example, the report suggested restaurants and bars should install sneeze guards at cash registers and avoid having buffets, salad bars and drink stations. Similar tips appear on the CDC’s site and a Food and Drug Administration page.
But the shelved report also said that as restaurants start seating diners again, they should space tables at least 6 feet (1.8 meters) apart and try to use phone app technology to alert a patron when their table is ready to avoid touching and use of buzzers. That’s not on the CDC’s site now.
Chief medical officer of the Association of State and Territorial Health Officials, Dr. Marcus Plescia, explained the controversy over release of the guidelines to the AP further: “You can say that restaurants can open and you need to follow social distancing guidelines. But restaurants want to know, ‘What does that look like?’ States would like more guidance,” he said.
Still, CDC officials are said to be working “behind the scenes” in getting as much of their recommendations as they can to state and local officials, as the ‘information battle’ and inter-admin debate over reopening continues.

Preparation failures combined with the fast spread of the COVID-19 virus have exposed America's vulnerabilities to terrorists, several bioterrorism specialists told the Investigative Project on Terrorism (IPT).
These failures have included an inadequate inventory of ventilators, personal protective equipment such as face shields, gloves and gowns, and an inability to handle the patient onslaught in cities like New York that have been in the terrorists' crosshairs for decades.
"I think that people are certainly observing what is happening with COVID-19 and how it is spread, and thinking about how to use that [information] tactically," said Asha George, executive director of the Bipartisan Commission on Biodefense. "ISIS and al-Qaida, and presumably other terrorist organizations, they are pursuing biological agents, and they are pursuing chemical weapons for terrorist purposes."
Pandemic and bioterrorism preparedness are inseparable, Anthony Fauci, director of the National Institute of Allergy and infectious diseases, told the Center for Strategic and International Studies (CSIS) in 2013.
The U.S. Intelligence Community's January 2019 threat assessment warned of the "potential for adversaries to develop novel biological warfare agents."
George attributes the current lack of preparedness to "apathy" on the policymakers responsible for funding and implementing bioterrorism and pandemic countermeasures. who never thought a pandemic like COVID-19 would happen.
"From the standpoint of risk analysis, recency bias—that is, an overwhelming focus on events that have happened most recently—is one of the most nefarious psychological blinders," an October Security magazine article warned. "It nudges us toward considering what is important now but can prevent both a thorough review of the past and an imaginative look into the future. Our immediate past has elevated issues such as cybersecurity and drones to the top of risk forecasts. These are critical, but biological threats (or 'biothreats') deserve our attention more than ever."
The failure of prior 21st century pandemics, including SARS, the bird flu, H1N1 and Ebola, to live up to fears lulled security professionals into a state of complacency, the article said.
"As a culture, we're good at saying, 'Well, we're really good responders, and so we'll just respond.' What we're finding out now is that it just doesn't work," George said.
Terrorists sought chemical and biological weapons long before COVID-19.
In 2014, journalists recovered an ISIS operative's laptop containing information on bioweapons and documents justifying their use. Some of the files detailed how to weaponize the bubonic plague from infected animals.
"If Muslims cannot defeat the kafir [unbelievers] in a different way, it is permissible to use weapons of mass destruction," one of the documents said.
A 2018 ISIS propaganda video called on Muslims living in Western countries and Russia to carry out biological attacks, noting that biological weapons are silent killers in contrast with bombs or the airliners used in the 9/11 attacks. It discussed using inhaled viruses and bacteria.
"Islam prohibits the use of this type of mass terrorism and allows it in the exception of repelling aggression and reciprocity," the video said. "With simple equipment extract harmful viruses and bacteria then release them."
Several ISIS-linked plots involving biological weapons have been foiled.
Kenyan authorities broke up a 2016 anthrax attack plot by an ISIS-linked group.
A Wisconsin woman, Wabeha Dais, pleaded guilty last year to providing ISIS supporters with a recipe to produce the toxic chemical ricin, which the Centers for Disease Control (CDC) lists as a bioweapon.
Al-Qaida attempted to create biological weapons in Afghanistan prior to the U.S. invasion in 2001.
"You can spread [some biological agents] the same way that this particular organism is spreading whether it is natural or otherwise just by human-to-human transmission, where it infects a lot of people," said former CIA operative Sam Faddis, who headed the agency's counterterrorism unit that tracked weapons of mass destruction. "Why would a group like ISIS care? If you use tactics routinely where you strap explosives to your body and blow yourself up and are willing to blow up synagogues, churches and mosques, why would you not be willing to infect your own people?"
Diseases such as the pneumonic plague that are spread by coughing could have a similar impact because it's spread by droplets transmitted by coughing, Faddis said.
Using an infected person on a suicide mission of infecting others is not out of the question, George said, if the person is infected with a disease with a long incubation period.
Some biological agents are available on the Dark Web. Utah authorities arrested a Salt Lake City woman, Janie Lynn Ridd, in December on charges she attempted to obtain a bioweapon. She used $300 in bitcoin to buy an antibiotic-resistant bacterium that causes staph infections.
"That sort of stuff has been going on forever on a scale that most people aren't aware of and is going on now at an even greater rate," Faddis said. "If you are looking at biological warfare and you are looking at the kind of crude mechanisms that terrorists use ... it's not that hard to work with biological organisms and all you really need is a good lab tech."
RAND Corporation bioterrorism scholar David Gerstein, who served as acting undersecretary of Homeland Security in the Obama administration, shares concern that terrorists could use the Dark Web to facilitate a bioterrorism plot.
"I think anytime you've got the Dark Web and you've got information that's out there and becomes available to people who might misuse it, that's a concern," Gerstein said. "I think we know that many of these capabilities are becoming more available and more democratized, hence their chance of misuse".
However, research has shown that creating designer viruses is harder than many people think.
"In bioterrorism there are some nuances that make it complex for a terrorist to do," Gerstein said. "Could you create a biological mess? Yes. But you may kill yourself in the process, so there are some disincentives along the way."
Lab security has come under scrutiny in recent years. The U.S. intelligence community is investigating the possibility that COVID-19 originated in a Wuhan research lab.
A security breach may have been linked to the 2001 anthrax attack against Senate offices, the Supreme Court and NBC News. FBI investigators concluded that Bruce Ivins, a microbiologist at United States Army Medical Research Institute of Infectious Diseases (USAMARIID), was responsible. He committed suicide in 2008 before he could be charged.
In 2004, the World Health Organization (WHO) cited China for allowing SARS to escape a government lab in Beijing on two separate occasions.
Failings exposed by the COVID-19 crisis have long been known to bioterrorism researchers.
The Bush, Obama and Trump administrations all developed detailed bioterror action plans, but this current pandemic shows they were not implemented.
"The government comes up with these strategies, and some of them are pretty good," Gerstein said. "But what happens is that they sort of put out these strategies but forget that a strategy is not just the objectives; it's also the resources to accomplish the objectives.
"So, most of these strategies simply do not come to fruition."
A shortage of surgical masks occurred during the 2009 H1N1 Swine flu pandemic just as it has in the current COVID-19 outbreak. In 2010, a Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism report card gave U.S. bioterrorism preparedness an F. There was "no national plan to coordinate federal, state, and local efforts following a bioterror attack, and the United States lacks the technical and operational capabilities required for an adequate response," it said.
Obama-era budget battles resulted in a failure to replenish the surgical masks that contributed to the current lack of preparedness.
"We weren't prepared the day Donald Trump came into office. We weren't prepared at any time during the Obama administration," Faddis said. "This is not a political thing. This is not a somebody else got it right and somebody else screwed it up kind of a thing. We have focused on this the way we have focused on so many things in Washington. We build a bureaucracy. We draw a line diagram. We throw a lot of money. And that's just kind of assumed therefore that equals accomplishment."
COVID-19 presents a call for planners and policymakers to shift to being proactive to save lives during the next bioterrorist attack or pandemic, George said.

The federal Centers for Disease Control and Prevention, with a budget of more than $6 billion, was created to deal with emergency situations such as the coronavirus contagion. CDC Director Robert Redfield, has been “actively engaged in clinical research and clinical care of chronic human viral infections and infectious diseases” for more than 30 years. Even so, when the CDC held a February 25 telebriefing update on COVID-19, Dr. Redfield was not the host.
Dr. Nancy Messonnier, Director of the CDC’s National Center for Immunization and Respiratory Diseases (NCIRD), fielded questions from the media. A reporter identified as Craig, from KNX 1070 news radio in Los Angeles, was curious about China.
“Is the Chinese government leveling with you?” Craig wanted to know. “Are they telling you the truth?  Have they given you the straight dope, so to speak, as to what you need to know about the coronavirus?” Given the origin in Wuhan, China, Craig had posed a question of some significance.
“In terms of the Chinese government,” Messonnier responded, “there has been a WHO team on the ground in China as well in Wuhan.  There are data coming out from those efforts.  We have a lot of information from China.” Craig and other reporters would not get any of the information from China, but the response had been revealing.
The CDC’s Nancy Messonnier evidently considers the World Health Organization an official publicity agent for the Chinese government. As Craig and other reporters noted, Dr. Messonnier offered no judgement on the truthfulness of data from the WHO. None of the reporters asked if any of the “information from China” had been gathered by the CDC itself. A reporter identified as Ben from CNN was more concerned with the American government.
“This morning while he was traveling in India, President Trump said that he thinks that the coronavirus is a problem that is going to go away,” Ben from CNN said. “He seems very optimistic about this and we’re trying to figure out exactly why he believes so strongly that to be the case. And so my question for you is what information is your agency specifically giving the president and the White House about the current state of the coronavirus outbreak?”
“One hypothesis,” Dr. Messonnier said, “is that we could be hopeful that this could potentially be seasonal.  Other viral respiratory diseases are seasonal including influenza and therefore in many viral respiratory diseases, we do see a decrease in disease in spring and summer.  And so we could certainly be optimistic that this disease will follow suit.”
Asked for the “information” the CDC is giving the president, Dr. Nancy Messonnier invokes a “hypothesis,” a supposition based on limited evidence. Those at risk from the coronavirus might wonder about this CDC bureaucrat so optimistic about a single hypothesis, for which we could be hopeful.
As the CDC explains, Dr. Messonnier received her BA from the University of Pennsylvania and MD from the University of Chicago School of Medicine. No word of advanced degrees in molecular biology or cell biology, so strictly speaking, she is not a virologist.
Dr. Messonnier began her career with the CDC in 1995 as “an Epidemic Intelligence Service Officer in the Deputy Director for Infectious Diseases (DDID).” The Epidemic Intelligence Service (EIS), is on the “front lines” all over the world, even in China, but no intrepid EIS “officer”  prevented the Wuhan virus from hitting American soil. The EIS is also missing from the CDC organizational chart, so the people might wonder who leads this mysterious “service” and how much public money it spends.
Dr. Nancy Messonnier joined the EIS as part of another CDC division, not exactly the “front lines,” and “led the Meningitis and Vaccine Preventable Diseases Branch in NCIRD’s Division of Bacterial Diseases from 2007-2012.” As it happens, the award-winning Nancy Messonnier is the sister of Rod Rosenstein, not much in the news of late but certainly a person of interest.
Rod Rosenstein is the former deputy attorney general who oversaw the Mueller probe and proclaimed himself willing to “wear a wire,” to trip up President Trump. The family connection led some to wonder if Nancy might exploit the coronavirus to damage the president in November, a kind of epidemic fall classic.
“Many people in the United States will at some point in time either this year or next be exposed to this virus and there’s a good chance many will become sick,” Messonnier said in a March 9 telebriefing. In that session, Tom Howell of the Washington Times asked about the link between travelers from China and coronavirus cases in Washington State.
“I think that’s an interesting hypothesis,” Messonnier said. “But there are alternate explanations of the same findings.” Dr. Messonnier did not elaborate on the “alternate explanations” and did not reveal any information the WHO team had gathered on China.
Craig of KNX radio might wonder if the CDC is leveling with the people about the Wuhan virus the CDC failed to prevent from hitting American soil.
