With his executive order, Jindal joins other Republican governors Rick Snyder of Michigan, Mike Pence of Indiana, Robert Bently of Alabama and Greg Abbott of Texas in halting the acceptance of refugees in the wake of the Paris radical Islamic terrorist attacks Friday.

NULLIFICATION OF OBAMA'S USURPATION OF STATES' RIGHTS

JINDAL'S EXECUTIVE ORDER
WHEREAS, Article I, Section 1 of the Louisiana Constitution is titled “Origin and Purpose of Government”, and provides
“All government, of right, originates with the people, is founded on their will alone, and is instituted to protect the rights of the individual and for the good of the whole. Its only legitimate ends are to secure justice for all, preserve peace, protect the rights, and promote the happiness and general welfare of the people. The rights enumerated in this Article are inalienable by the state and shall be preserved inviolate by the state.”
WHEREAS, Article IV, Section 5 the Louisiana Constitution establishes the governor as the chief executive officer of the State and during times of emergency or the threat of emergency, the governor has emergency powers to protect the citizens and property of the State of Louisiana;
WHEREAS, when the threat of an emergency is foreseeable, it is prudent to implement common sense, precautionary measures to prevent the occurrence of the emergency and eliminate the need to trigger emergency legal authorities;
WHEREAS, on Friday night, November 13, 2015, more than 120 people were killed and over 350 others wounded in a series of terrorist attacks in Paris, France;
WHEREAS, these attacks were conducted by Islamic extremists, at least one of them a recent Syrian refugee, and the radical terrorist Islamic State (ISIS) soon claimed responsibility;
WHEREAS, the State of Louisiana has been denied critical information by the federal government regarding Syrian refugees already relocated into this state, creating an untenable situation;
WHEREAS, it is foreseeable that the introduction of Syrian refugees into the United States without proper prior screening and follow-up monitoring could result in a threat to the citizens and property of this State.
NOW THEREFORE, I, BOBBY JINDAL, Governor of the State of Louisiana, by virtue of the authority vested by the Constitution and laws of the State of Louisiana, do hereby order and direct as follows:
SECTION 1: All departments, budget units, agencies, offices, entities, and officers of the executive branch of the State of Louisiana are authorized and directed to utilize all lawful means to prevent the resettlement of Syrian refugees in the State of Louisiana while this Order is in effect.
SECTION 2: The Louisiana State Police, upon receiving information of a Syrian refugee already relocated within the State of Louisiana, are authorized and directed to utilize all lawful means to monitor and avert threats within the State of Louisiana.
SECTION 3: All departments, budget units, agencies, offices, entities, and officers of the executive branch of the State of Louisiana are authorized and directed to cooperate in the implementation of the provisions of this Order.
SECTION 4: The Order is effective November 16, 2015 and shall remain in effect until amended, modified, terminated, or rescinded by the Governor, or terminated by operation of law.
IN WITNESS WHEREOF, I have set my hand officially and caused to be affixed the Great Seal of Louisiana, at the Capitol, in the City of Baton Rouge, on this 16th day of November, 2015.

Most Governors Now Openly Oppose Obama's Syrian Refugee Plan

Since last weekend, when the world was stunned by the violent terrorist attacks in Paris, more and more U.S. governors have openly opposed allowing refugees from Syria to settle in their states. As this story is being written, the total number is at least 27.
The first governors to make public statements on the matter were Rick Snyder of Michigan and Robert Bentley of Alabama, both Republicans issued individual statements on  November 15 declaring that their states would not be open to the Syrian refugees that the Obama administration plans on “resettling” in the United States.
In his statement, Snyder made note of Michigan’s “rich history of immigration,” before saying: “But our first priority is protecting the safety of our residents.”
“It’s also important to remember that these [Paris] attacks are the efforts of extremists and do not reflect the peaceful ways of people of Middle Eastern descent here and around the world.”
That same day, in Alabama, Bentley said in his statement: “As your Governor, I will not stand complicit to a policy that places the citizens of Alabama in harm’s way. The acts of terror committed over the weekend are a tragic reminder to the world that evil exists and takes the form of terrorists who seek to destroy the basic freedoms we will always fight to preserve.”
Both statements, and a growing list from other governors, were prompted by the Obama administration’s announced policy to admit thousands of refugees fleeing conflict in Syria and other Middle East nations during upcoming months. During a joint press appearance in Berlin with German Foreign Minister Frank-Walter Steinmeier on September 20, Secretary of State John Kerry revealed the Obama administration’s plan to drastically increase the flow of refugees into the United States, citing specifically refugees from Syria. 
“We are now going to go up to 85,000 with at least, and I underscore the ‘at least’ — it is not a ceiling, it’s a floor — of 10,000 over the next year from Syria specifically even as we also receive more refugees from other areas,” said Kerry “And in the next fiscal year, we’ll target 100,000, and if it’s possible to do more, we’ll do [more].”
On November 6, just one week before the terrorist attacks in Paris that killed 129 people and wounded more than 350 others, U.S. State Department spokeswoman Danna Van Brand said that the United States plans to open a refugee settlement processing center in Erbil, Iraq, before the end of 2015, and will also resume refugee processing in Lebanon in early 2016.
On November 16, five more governors (all Republicans) joined Snyder and Bentley in issuing similar policy statements. These included Greg Abbott of Texas (shown above), Asa Hutchinson of Arkansas, Mike Pence of Indiana, Bobby Jindal of Louisiana, and Phil Bryant of Mississippi. Abbott, the governor of the nation’s second largest state in both area and population, sent an open letter to President Obama that stated, in part:
As governor of Texas, I write to inform you that the State of Texas will not accept any refugees from Syria in the wake of the deadly terrorist attack in Paris.
Further, I — and millions of Americans — implore you to halt your plans to accept more Syrian refugees in the United States. A Syrian “refugee” appears to have been part of the Paris terror attack. American humanitarian compassion could be exploited to expose Americans to similar deadly danger. The reasons for such concerns are plentiful.
The FBI director testified to Congress that the federal government does not have the background information that is necessary to effectively conduct proper security checks on Syrian nationals, Director Comey explained: “We can query our database until the cows come home, but there will be nothing show up because we have no record of them.”
Abbott stated that, effective November 16, he is directing the Texas Health & Human Services Commission's Refugee Resettlement Program to not participate in the resettlement of any Syrian refugees in the State of Texas.
Abbott’s assertion that “a Syrian ‘refugee’ appears to have been part of the Paris terror attack” has merit. Abdelhamid Abaaoud, the individual that French and Belgian officials suspect is the mastermind of the attacks is the child of Moroccan immigrants who grew up in Brussels. Back in October, Abaaoud falsely identified himself as Ahmad al Muhammad and was allowed to enter Greece among the waves of Syrian refugees flooding into Europe. Abaaoud became radicalized as a young man and began working with radicals in Syria, even recruiting his 13-year-old brother to join him in that country. Abaaoud fled Belgium to Syria following a January 15 police raid on a terrorist operation he belonged to. In February, he was quoted by the Islamic State’s [ISIS] English-language magazine, Dabiq, as saying that he had secretly returned to Belgium to lead the terror cell.  That he reentered the country so easily, despite his picture having been broadcast in the news, is indicative of the very poor border security prevalent in Europe.
The decision on September 22, by heads of government from the European Union to approve a plan to distribute 120,000 migrants fleeing turmoil in the Middle East across Europe certainly does nothing to help the EU’s border security. This weakness led Hungary’s Prime Minister Viktor Orban to say on September 7: “As long as we can't defend Europe’s outer borders, it is not worth talking about how many people we can take in....”
If the Obama administration has learned nothing from Europe’s crisis, many American governors have. They are unwilling to subject the people of their states to the risks that contributed to the terrorist attacks in Paris. After the first seven governors said on November 15 and 16 that they were unwilling to accept refugees from Syria in their states, others followed suit.
Even as we write, the number of governors registering their public opposition to such resettlement keeps growing. ACNN report on November 16 placed the number at 27, with only one Democrat among them — New Hampshire Governor Maggie Hassan. Hassan, who is running for the Senate in 2016, said the federal government should “halt acceptance of refugees from Syria until intelligence and defense officials can assure that the process for vetting all refugees ... is as strong as possible.”
In addition to the governors we have mentioned, NBC News on November 17 named Illinois Gov. Illinois Gov. Bruce Rauner as being among those who announced that their states would “suspend” the resettlement of Syrian refugees. NBC also listed the states of Arizona, Florida, Georgia, Kansas, Iowa, Maine, Michigan, Mississippi, Nebraska, New Mexico, South Carolina, Tennessee, and Wisconsin as places where the governors have gone on record in opposition to refugee settlement in their states.

Obama Changes Nothing After Paris

Twice during his train wreck of a press conference this morning in Turkey, President Obama cited the prospect of American military casualties as a major part of his reason for not using U.S. ground troops against the Islamic State. Lecturing an openly skeptical press corps—and, by extension, critics he accused of “popping off” and trying to “sound tough” without actually proposing anything serious—he condescendingly pointed out that ground combat is a serious business. Troops “get killed, they get injured, they are away from their families.”
As it happens, I talk to Marines I served with in Afghanistan all the time. I am sure there must be a few out there who don’t want to take time “away from their families” in order to annihilate the Islamic State, risking death to do so, but I haven’t heard from them. Marines have a word for this kind of thing. They call it their “job.” (In fact, I know more than a few who have left the Corps because they concluded they weren’t going to deploy to fight while Obama was still in office.)
In the press conference, Obama also said his top military advisers oppose ground action against the Islamic State. This might even be true: Obama fires military commanders who are too hawkish for him. It stands to reason that he appoints those who are going to be sympathetic to his views—officers who in some cases then suppress intelligence showing that the fight against the terrorists is failing.
Regardless, after a performance like today’s, who would tell the president that ground action is needed? The man clearly doesn’t want to hear it, just as he clearly doesn’t want to entertain the possibility that there might be a middle course between his own demonstrably ineffective word-salad of a strategy and a re-enactment of the counterinsurgency campaigns of the last decade.
How embarrassing for editors who headlined stories over the weekend saying that Obama faces a “crossroads” or a “dilemma” after the Paris attacks. They haven’t been paying attention. A hundred dead Parisians (which the president described as a “terrible and sickening setback”) or Russians in Egypt, or scores in Beirut, certainly won’t get him to change course. (Indeed, I wonder how Parisians felt when Obama opened his remarks in Turkey by citing the issues of economic growth, cyber threats, and climate change before broaching the topic of the attacks.) Moreover, those who are suggesting that the president has misjudged the terrorists in recent months are also off the mark. The administration knew that something like Paris was possible, and even likely. They know that it is possible on U.S. soil, too.
But they still won’t change course. And if an attack occurs here, you can be sure they have already talked about the rhetoric they will employ to resist stronger military action even then. The last years of Obama’s foreign policy have taken on the quality of a horror movie, where the dumb teenage characters insist on going to their doom despite the fact that all of us watching know what the consequence of their actions will be. Obama and his aides continue to spin and prevaricate in the face of reasonable questions, now coming from quite liberal journalists, about why the United States can’t just destroy the Islamic State, and turn its members into “outlaws, dangerous and lethal, but hunted and on the run” rather than masters of a significant, resource-rich swathe of territory.
Obama says that when we take the terrorists seriously as a proto-state, we lose, and that if we went after them in Syria, there would be no end to it. The jihadists are surely delighted by his complacency and sense of helplessness, which keeps them alive and capable of killing more innocents.
From the very outset, Obama has been dishonest about his goals. The biggest take-away of his embarrassing assertion to ABC News just before the Paris attacks that the Islamic State had been contained was indicative of this, and went largely unnoticed by the press. His full comment to an incredulous George Stephanopoulos was, “Well, I don’t think they’re gaining strength. What is true is that from the start our goal has been first to contain, and we have contained them.” Now he tells us! In his announcement of action against the Islamic State in September, 2014, he never used the word “contain” in this respect, preferring the euphemistic construction “degrade and ultimately destroy,” which he continued to use today, even now when everyone knows it is language intended to obscure the details of his plan, rather than to clarify them.
Pair this observation with the fact that today, in a flat, disdainful tone of voice, he opined that critics may not like his approach because he doesn’t grow performatively emotional when he talks about terrorism, only then to grow visibly passionate when he got around to condemning Republicans, and you realize that the only challenge Obama really cares about is defeating his domestic opposition. Terrorism presents an obstacle mostly insofar as it empowers conservatives and hawks. He has avision for the future, of a United States that is no longer the primary enforcer of world order, but a responsible partner among other nations combating a wide array of challenges, most critically climate change. He has accepted as a risk that the citizens of Paris, or of Washington, might be murdered in large numbers as he sees his strategy through.
But as the Islamic State continues to metastasize, and Americans begin to reject Obama’s rhetoric, the president will find himself in a political dilemma. Even if Hillary tacks to the right on national security after her primary challenge is concluded, Obama’s fecklessness could empower Republicans in 2016, thus risking his entire legacy. That, for Obama, would be a disaster.
Paris? That’s only a “setback.”

Senators are calling on the Obama administration to halt the entry of Syrian refugees into the United States, with one lawmaker filing legislation on Monday that would stop the Obama administration from providing visas to citizens of any country deemed “a high risk of terrorism” by the Department of Homeland Security.
The legislation comes on the heels of a massive terrorist attack in France that killed upwards of 120 people and has led officials on both continents to express concern about the failure to properly vet foreign refugees, particularly ones from Syria.
The bill, proposed Monday by Sen. Rand Paul (R., Ky.), would implement a mandatory “waiting period” for visas and require more thorough background checks on those individuals seeking asylum in the United States, according to information provided by the senator’s office. The legislation would also suspend the issuance of visas to individuals from countries with “a high risk of terrorism.”
The Obama administration would be forced to fingerprint all aliens from high-risk countries and screen them to ensure they pose no terrorism risk. It also would ensure that these individuals are “monitored for terrorist activity.”
The legislation comes amid intelligence indicating that the Islamic State is seeking to wage attacks on America and other Western countries.
In addition to other “enhanced security measures,” Paul’s bill would mandate a 30-day waiting period on all individuals seeking entry into the United States. During this time, background checks would be conducted.
“The time has come to stop terrorists from walking in our front door,” Paul said in a statement Monday. “The Boston Marathon bombers were refugees, and numerous refugees from Iraq, including some living in my hometown, have attempted to commit terrorist attacks.”
“The terrorist attacks in Paris underscore this concern that I have been working to address for the past several years,” Paul said. “My bill will press pause on new refugee entrants from high-risk countries until stringent new screening procedures are in place.”
Sens. Lindsey Graham (R., S.C.) and Jim Inhofe (R., Okla.) issued similar calls in the wake of the attacks in France.
“The one thing I’ve learned from Paris is that we need to have a timeout on bringing refugees into this country until we have a system that we think will work,” Graham said in a statement on Monday.” So I’m calling for a timeout on Syrian refugees.”
These lawmakers fear that militants affiliated with the Islamic State, which claimed responsibility for the attacks in France, could use gaps in established security protocols to slip into America.
One of the accused attackers in France was found to have been using a Syrian passport and reportedly obtained refugee status in Europe among a wave of immigrants. The document allowed the terrorist to freely travel to multiple European countries before settling in France, where he blew himself up on Friday.
“In light of the attacks in Paris, I call on the Obama administration to put a pause in accepting Syrians as refugees into the United States until Congress can review and conduct appropriate oversight of the State Department’s vetting process,” Inhofe said in a statement issued on Monday.
“Accepting refugees is an important and historical practice of our nation, but the Syrian refugee situation is atypical due to ISIS’s attempts to exploit the crisis and concerns over the validity of Syrian passports,” Inhofe said. “We saw this danger first hand with Ahmad Al Mohammad who participated in the recent terrorist attacks in Paris and whose passport and fingerprints matched a person who passed through Greece as a Syrian refugee.”
The attacks have sparked a fierce debate in Europe about the country’s passport-free zones and efforts by many nations to facilitate the entrance of Syrian immigrants.
At least 13 U.S. governors have already begun making moves to stop the flow of Syrian refugees into their states.
They will refuse to allow refugees permitted into the United States under President Barack Obama’s orders to allow up to 10,000 Syrians into America.
One of the governors, Illinois Republican Bruce Rauner, said the Paris attacks are a reminder of the threat facing America.
“Our nation and our state have a shared history of providing safe haven for those displaced by conflict, but the news surrounding the Paris terror attacks reminds us of the all-too-real security threats facing America,” Rauner said.“We must find a way to balance our tradition as a state welcoming of refugees while ensuring the safety and security of our citizens. Therefore, the state of Illinois will temporarily suspend accepting new Syrian refugees and consider all of our legal options pending a full review of our country’s acceptance and security processes by the U.S. Department of Homeland Security.”
