"Sickening. After being pulled over for crossing the center line, this woman who had previous problems with police harassment was genuinely terrified, so this bureaucratic terrorist assaults and arrests her.

Protecting the system and serving you right into jail! -- Don't tell me most cops are good when they sit and tolerate the constant abuse of the people -- God help us. Liberty is so lost!

I discovered this from an incident that happened a few years back and is still in the courts. I went through the video and compiled it. I don't have a lot more info here other than when I search Kay Pruczinski I see she has a pending lawsuit against them. I just wanted to get this out to try and show what really happened. ¶ 2 Kay Pruczinski, a resident of Idaho, and Ricky Bell filed a complaint in Spokane County Superior Court against Allen Ashby, an Idaho state trooper, alleging that she sustained injuries and property damage during his arrest of her in Washington. The complaint specifically alleged that Trooper Ashby followed Ms. Pruczinski from the Idaho border into Washington, stopped her, ordered her out of Mr. Bell's car, broke the driver's side window, and attempted to drag her through the window after she refused to exit the car. She also alleged that during the search incident to arrest, Trooper Ashby "offensively touch[ed]" her in a "menacing and sexual manner." Clerk's Papers (CP) at 25. The amended complaint included causes of action for injury to property, intentional and negligent infliction of emotion distress, assault, battery, unlawful imprisonment, and civil rights violations under chapter 49.60 RCW.
¶ 3 Trooper Ashby moved to dismiss the complaint under CR 12(b)(1) and (2), claiming that Washington lacked both subject matter and personal jurisdiction over him because the allegations were based on his acts as an Idaho state employee in the performance of his duties. Specific to subject matter jurisdiction, he argued, as he does on appeal, that Idaho district courts have exclusive jurisdiction over tort claims against the State of Idaho and its employees under Idaho law. As to personal jurisdiction, Trooper Ashby argued that even though the conduct at issue occurred in Washington, nothing in the complaint established that Trooper Ashby made any purposeful act toward the forum state, and that "[t]he basic equities of the facts of this case mandate Idaho as the most suitable forum." CP at 56. Ms. Pruczinski countered that Washington has jurisdiction under our long-arm statute, RCW 4.28.185(1)(b), because the alleged tortious conduct occurred in this state.

About Governor C.L. Butch Otter

The people of Idaho re-elected C.L. "Butch" Otter as their Governor for a third time on November 4, 2014. He was first elected Governor of Idaho on November 7, 2006 and re-elected on November 2, 2010. He previously served three terms in Congress representing Idaho's 1st District from 2001 through 2006. Governor Otter is a father of four and grandfather of seven. He is married to the former Lori Easley of Kimberly. They live on their ranch near Star.
Governor Otter was born in Caldwell on May 3, 1942. He graduated from St. Teresa's Academy (now Bishop Kelly High School) in Boise, attended Boise Junior College (now Boise State University), and received a bachelor of arts degree in political science from the College of Idaho in 1967.
He served honorably in the Idaho Army National Guard's 116th Armored Cavalry from 1968 to 1973, and later was awarded honorary doctorates from the University of the Philippines and the College of Idaho in Caldwell.
Governor Otter's 30-year career in business included membership on the Board of Directors of the J.R. Simplot Company. He also served as Director of the Food Products Division, President of Simplot Livestock, and President of Simplot International. He retired in 1993.
When he was elected to Congress, Governor Otter was serving his fourth term as Idaho's Lieutenant Governor. He served in that office longer than anyone in Idaho history. He previously represented the people of Canyon County in the Idaho House of Representatives for two terms from 1973 to 1976, was on the Idaho Republican Party Central Committee and was chairman of the Canyon County Republican Party.
Governor Otter is a member of the Roman Catholic Church, the National Rifle Association, the Maple Grove State Grange, the Idaho Cowboys Association, and the Idaho 4-H Million Dollar Club. He is a Grand Slam member of Ducks Unlimited, a lifetime member of Safari Club International, was elected to the National Cowboy Hall of Fame Board of Directors in Oklahoma City in 1991, and is a lifetime member of American Legion Post 113 in Meridian.
